Jammu, Sep 13: Everyone is aware of the working of Jammu Development Authority in various issues of delay in deciding public issues for years, over ruling then VCs clearcut orders, Dispatching letters in back dates by DLM/Secretary/Tehsildar/Patwari etc etc level officer/officials, a big question on such Officers.
One of the hottest issue of the day is that once upon a time in 84th Board Meeting of Jammu Development Authority held on 17.11. 2020, some Decisions were taken, which were being processed at the choice of concerned Vice Chairmen of the time & among all was the regularization and/or higher placement of Contractual/Consolidated appointed Legal Assistants, who were appointed around more than 10 years back.
In first it should have seen, if JDA was in need of Legal Assistants, why extensions were granted again & again to contractual/ consolidated, which created doubts of vested considerations on the part of then VCs of the time for extensions, as why Regular Posts were not advertised or why not they got Legal Assistants from Law Department on deputation otherwise such employees has no legal responsibility as per law as compared to permanent but JDA is till day placing Officers/Officials on higher placements or other assignments without Recruitment Rules is another question?
Now, Vice Chairmen of Jammu Dev Authority of the time wef 17.11. 2020 to 20 .12-2024, who did not bother ,to issue the Regularization/promotion orders of Legal Assistants & others despite Boards Approval after VCs recommendations on 17.11.2020, even salary of one Legal Assistant was put on hold by JDA itself for the reasons best known to JDA Bosses of the time.
Following which the concerned innocent Legal Assistant filed a Writ Petition in the High Court for release of his salarys but was not released as JDA was contesting the case against the pleadings of the said Legal Assistant, however, after some orders in his Writ Petition & after that even JDA did not release his salarys, the Legal Assistant filed Contempt Petition in the High Court after non implementation of Court Orders but JDA bosses continued to fight case against the pleadings of the Legal Assistant & did not releas his salary clearly speak that the VCs of JDA were legally found some illegal issues by which the said Legal Assistant was not getting his salarys & was not being promoted?
Now, despite contesting the case against the Legal submissions of Legal Assistant followed by WP and thereafter Contempt Proceedings in the High Court by the VCs, by causing loss to Govt Exchequer by way of litigation charges & other taxes, one fine morning on 21.12.2024, the so called Department promotion Committee for Gazetted Cadre of JDA woke up and Promoted some other officers & the said Legal Assistant as Assistant Legal Remembrance with immediate effect but why they were sleeping since 17.11.2020 is a question on concerned.
Now, it is a matter of high level enquiry on the so called Department promotion Committee for of Gazetted Cadre of JDA as if JDA was itself contesting the case along with even Contempt Proceedings against the Legal Assistant & even JDA was not releasing his salaries to innocent Legal Assistant, then how, immediately a team of so called competent & intelligent officers of Committee, on one fine morning promoted the Legal Assistant on Gazetted Cadre along with some others?
Now, it is the need of the day to look into all previous higher placements in Jammu Development Authority since last 15 years without Recruitment Rules/post to detect the higher placement scam in Jammu development Authority also promotions delayed & made as per 84th BoDs approvals along with continuation of more consolidated or contractual in JDA since years, so that they can be treated equally
