Jammu, Sep 13: No doubts, everyone is aware of the working of Jammu Development Authority in various issues of delay in deciding public issues for years, over ruling then VC's clearcut orders, Dispatching letters in back dates by DLM/Secretary/Tehsildar/Patwari etc etc level officer/officials level, no doubts a big question on integrity of such kind of officer & Cross town News is in possession of so many such documents.
One of the hot issue of the day is that once upon a time in 84th Board Meeting of Jammu Development Authority held on 17.11. 2020, some Decisions were taken, which were being processed at the choice of concerned Vice Chairmans of the time & among all was the regularization and/or higher placement of Contractual/Consolidated appointed Legal Assistants, who were appointed around more than 10 years back.
In first it should have seen, if JDA was in need of Legal Assistants, why extensions were granted again & again, which creates some doubts of vested considerations on the part of then VC's of the time, as why Regular Posts were not advertised or why not they got Legal Assistants from Law Department on deputation as JDA is till day placing Officers/Officials on higher placements or other assignments without Recruitment Rules, no doubts another question of big bosses of Jammu Development Authority?
Now, some competent & honest Authority needed to enquire the role of Vice Chairmans of Jammu Dev Authority of the time wef 17.11. 2020 to 20 .12-2024, who did not bothered issue the Regularization/promotion orders of Legal Assistants & others despite Boards Approval after VC's recommendations on 17.11.2020, even salary of one Legal Assistant was put on hold by JDA itself for the reasons best known to JDA Bosses of the time.
Following which the concerned innocent Legal Assistant filed a Writ Petition in the High Court for release of his salary's but was not released as JDA was contesting the case against the pleadings of the said Legal Assistant, however, after some orders in his Writ Petition & after that even JDA did not released his salary's, the Legal Assistant filed Contempt Petition in the High Court after non implementation of Court Orders but JDA bosses continued to fight case against the pleadings of the Legal Assistant & did not released his salarys clearly speaks that the VC's of JDA were legally found some illegal issues by which the said Legal Assistant was not getting his salarys & was not being promoted?
Now, despite contesting the case against the Legal submissions of innocent Legal Assistant followed by WP and thereafter Contempt Proceedings in the High Court by the VC'S, by causing loss to Govt Exchequer by way of litigation charges & other taxes, one fine morning on 21.12.2024 the so called Department promotion Committee for of Gazetted Cadre of JDA woke up and Promoted some other officers & the said Legal Assistant as Assistant Legal Remembrance with immediate effect.
Now, it is a matter of high level enquiry on the so called Department promotion Committee for of Gazetted Cadre of JDA as if JDA was itself contesting the case along with even Contempt Proceedings against the Legal Assistant & even JDA was not releasing his salarys to innocent Legal Assistant, then how, immediately a team of so called competent & intelligent officers born in one fine morning and promoted the Legal Assistant on Gazetted Cadre along with some others, no doubts created some serious doubts of integrity of previous VC's for withholding their promotions despite approvals in BoD on 17.11.2020 speaks of some doubtful considerations on their part, so needed to enquired the issue to detect the said proved scam.
Now, it is the need of the day to look into all previous higher placements in Jammu Development Authority since last 15 years without Recruitment Rules/post to detect the higher placement scam in Jammu dev Authority also promotions delayed & made as per 84th BoD's approvals along with continuation of more consolidated or contractual in JDA, so that they can be treated equally
