Jammu, June 13: In a bid to streamline operations and curb unnecessary footfall, the Regional Transport Officer Jammu has issued a directive restricting physical visits to its offices strictly to applicants only.
The circular applies to the RTO office Jammu, the Boards of Inspection for Goods and Passenger Vehicles, Fitness Ground Nagrota, and Trial Test Ground Kote Bhalwal.
The move comes in light of repeated instances of individuals other than the actual applicants visiting the aforementioned offices for service-related grievances, despite the availability of online platforms such as Vahan and Saarthi, developed by the Ministry of Road Transport and Highways for streamlined digital service delivery.
The circular underscores that presence of persons not directly connected to an application or service will not be entertained. Only the actual applicants are permitted to visit these offices.
It added that any grievance or requirement must be handled by the applicant personally, unless in cases of physical unfitness, in which a blood relative may be allowed to represent them.
In a statement shared on social media, Transport Commissioner J&K, Mr. Vishesh Paul Mahajan, endorsed the circular, stating that "To further streamline the functioning of RTO/ARTO offices, RTO Jammu has issued this circular. Shall be done in all offices. Only applicants in person shall be allowed. No representative. In case you are physically unfit, only then a representative in blood relation be allowed.”
The circular also outlines four key directives as under:-
Officers and staff are prohibited from interacting with individuals who lack a direct and legitimate concern with the services.
All services are to be rendered strictly through online platforms as mandated. Strict implementation of the instructions is expected from all concerned.
Any deviation or non-compliance will attract disciplinary action under prevailing rules.
This directive has been circulated for immediate implementation, with copies forwarded to the Transport Commissioner, various ARTOs, in-charge officials at the respective inspection and testing grounds, and office records.
