JAMMU, May 8: Deputy Commissioner Jammu Sachin Kumar Vaishya, chaired the meeting of Monitoring Committee of the Eco-Sensitive Zone of Ramnagar Wildlife Sanctuary, to discuss the formulation of the Zonal Master Plan.
The consultancy work for drafting the Master Plan has been formally allotted following the completion of the Expression of Interest process. Submission deadlines were shared with the agency, and the Committee directed for completing the plan within the scheduled time frame.
PowerPoint presentation was given by Wildlife Warden Jammu and Member Secretary Vijay Kumar, wherein the Committee members from various departments, including Commissioner JMC Dr Devansh Yadav, ACD Danish Rasool Mir, District Mining Officer Varinder Singh, I/c Range Officer Forests Virender Kumar besides others were present.
The Zonal Master Plan aims to define the framework for permitted, regulated, and prohibited activities within the 10 sq. km area declared as an Eco-Sensitive Zone in 2021.
The plan is intended to ensure environmental protection while guiding sustainable development in the region.
Eco-Sensitive Zones act as buffer areas around protected habitats, helping reduce external pressures on wildlife ecosystems by controlling human activity through defined regulatory mechanisms.
But, now one can see , if DC Jammu in his meeting discussed that "Zonal Master Plan aims to define framework for permitted & prohibited activities" & it stands clearly mentioned in the J&K Development Act of 1970 that immediately after framing of Master Plan, subsequently framing of "Zonal Plans" is required & Jammu Master Plan was notified in 17th March 2017 but had Officers of H&UDD, JMC, JDA bothered to see whether CTP/STPs & their team, who are meant for the job framed the "Zonal Plans" which would have showed more detailings in the Master Plan but otherwise they non complied J&K Development Act of 1970, causing harassment to innocents for their BP cases?
It has also been heard that JDA has spend Govt Money for framing of Zonal Plans by calling Tenders but in-between the issue was closed by wasting Govt money for the reasons best known to the concerned officers of the time.
