JAMMU, Apr 25: Recently Secretary, PHE was constrained to tender unconditional apology in DB of High Court regarding not framing Water resource policy in compliance to court order dated 02, 2016.
There are thousands of examples of non compliance by the officers for court orders as well as govt instructions issued from time to time but below is the biggest one otherwise which would have relieved thousand of peoples in the state.
The Revenue Minister a way back directed the Div Com Jammu to form a committee comprising officials of Housing & UDD, Irrigation & Flood Control, JDA, JMC besides Chief Town planner and concerned DCs as well and carry out identification drive of such lands so that utility of such lands is known and then prepare a report which will be discussed by the government for framing of a policy over the issue.
Thereafter Vide G.O.No. 98 Rev of 2016 dated 02.08.2016 two high level committee were constituted under the chairmanship of Divisional Commissioner, Jammu/Srinagar for preparation of comprehensive state level water policy/plan. But nobody bother to see what that committee did till today.
G.O.No.145-Rev of 2016 dated 20.10.2016 clearly speaks that most of lands recorded as gair mumkin khad etc. in revenue records which are owned by land owners. A large number of public habitations & utilities already exist & revenue record do not form part of any water resource & had wrongly been recorded as such in the revenue records during the previous settlement operations.
The order further read as “Whereas in order to take holistic view in the matter, it has been felt expedient to have a true general position viz-a-viz the recorded position…….ensuring that the errors in the revenue record……..during proceeding settlement operations.”
Sanction was accorded to the constitution of another committee to carry out Khasra/area wise survey off all lands as recorded as gair mumkin khad, dariya, nallah etc. comprising the following:
- Chief Engineer, I&FC, Jammu (Chairman) 2) ACR, Jammu (Member Secretary) 3) ACR, Samba (Member) 4) Tehsildar concerned 5) Any other revenue officer
The committee shall submit report to the Government within a period of one month from the issue of this order.
It is a matter of great concern to see that how the innocents are harassed in this state, who are the owners of lands but cannot construct their houses due to ban on gair mumkin khads but in actual are not khads.
Managing Editor CTN spoke to Chairman of the committee regarding the progress but he said every month meetings are conducted but revenue department is not providing the record. It is all in the notice of Revenue Minister. Very strange reply of the chairman, who has to see the actions?
Shall Chief Minister/Revenue Minister take actions on the committee members constituted vide above government orders for their non compliance, which in real are the dead woods? .
