Interactive session on water bodies rejuvenation: But who to demarcate/clarify on "Water Bodies in J&K?

JAMMU, Apr 28:  Top officers  of J&K are having discussions on so called "Water Bodies" but till day none is clear about the simple word, which is causing harassment to thousand of innocents of J&K & loss to Govt per month by way of Stamp Duty Fee & other taxes & above all stopped development in some top areas of Jammu, Samba & Kathua?

Pertinent to mention here that in a WPPIL, titled Balbir Sing & state of J&K, DB of J&K High Court clarified the issue & J&K Govt itself issued SRO-456 of 2017 in compliance to DB's orders to close the confusions on Water Bodies but Div Com/DCs ,who were designated as Adjudicating Officer in Sec 5.2 of SRO did never bother to exercise since that day.

Thereafter Administrative Council headed by LG approved time bound Administrative Councils Decision No 17/1/200 ftd 29th Jan 2022 but quoting SRO-456 of 2017, which was followed by GO No 18JK(Rev) of 2022 dtd 4th Feb 2022 but to day 27 months have lapsed but outcome is negligible especially especially in Distt Jammu, speaks of work culture.

It is also to mention that then CS Dr Arun Mehta in his COS meetings has ordered to close the chapter in fixed time but the said orders were also put in air  by Revenue officers, clearly speaks so called public services at door steps of public & supremacy of lower officers on top officers?

Above all it is to mention here that H&UDD in its Master Plan has clearly mentioned distances regarding "NO CONSTRUCTION ZONES" near so called water bodies but  Revenue Officers for harassments are not bothering for guidelines of MP-2032 & above all SO-3808 0f 26th October 2020 issued by MHA by which all Revenue laws were abolished/REPEALED & new laws were added & IT IS A LAW THAT NO REVENUE LAW shall be applicable in Master Plan areas but J&K Officers are violators of such laws & Acts.

Now, one day training cum interactive session organized by the Housing and Urban Development Department was held here today under the supervision of Commissioner Secretary, H&UDD, Mandeep Kaur and was conducted by Anand Malligavad, Water Bodies Rejuvenation Expert from the Ministry for Housing and Urban Affairs (MoHUA).

Speaking on the occasion, Anand Malligavad provided insights into the complete process of lake rejuvenation, ranging from identification of lakes requiring rejuvenation to execution of revitalization strategies.

She also shared valuable experiences from various states, highlighting successful case studies such as the rejuvenation of lakes in Bengaluru.

The attendees had the opportunity to learn from these experiences and apply best practices to their respective areas, followed by visit of Tawi River front and pilot project of pond rejuvenation of ward No. 55.

Pertinently, the Ministry of Housing and Urban Affairs, Government of India, has included rejuvenation of water bodies and creation of green spaces as one of major project components of the flagship scheme of Atal Mission for Rejuvenation and Urban Transformation (AMRUT)-2.0.

The training program was attended by engineering staff from JMC and other Urban Local Bodies of Jammu including Kathua, Rajouri, Samba and Udhampur, focused on the crucial task of rejuvenating water bodies across the region.

Among others who attended the session included Narinder Khajuria, Mission Director (AMRUT)-2.0, Puneet Sharma, Director Urban Local Bodies Jammu, Abdul Star, Joint Commissioner (Health and Sanitation) JMC, officers of different department like UEED, PHE, Flood Control, Executive Officers of concerned ULBs and engineering staff from the respective ULBs.
