JAMMU, Jan 31: Municipal Bye Laws of 2011 clearly speaks to issue NOC with in a period of three weeks from the plan is uploaded online for issuance of NOC. DLM has to see only one thing that the land for NOC is applied is JDA land or not.
JDA has specified their lands in specified areas so it is simple question of two hours at the most to verify it by sitting on table to see whether it is JDA land or not but the office of big boss, which is constituted of two Tehsildars, Naib Tehsildars, Girdawars & Patwaris take lot of time to issue NOC into the matter is a matter of great concern. However CTN has a detail of number of plans which are lying pending in the office of DLM, JDA from JMC & JDA is as under w.e.f. 1.07.2016 to till date exhausting more than three weeks time fixed to issue NOC are as under:-

It is a matter of concern that DLM, JDA has withhold NOC for more than three weeks in JDA are numbering to 18 & of JMC are 93. He is needed to be asked for non compliance of bye laws of 2011 to issue NOC within a period of three weeks.
It is pertinent to mention here that in case of Srinagar Development Authority no plan can be seen online submitted to any authority for its NOC. In case of Srinagar Municipal Corporation some plans found to seen sent to other authorities but strange no plan sent to ACR & CTP, Srinagar is a matter of concern.
It is to be looked into that if there no need to get NOC from ACR & CTP in Srinagar then why in Jammu is a matter of concern. These figures are collected from online system of the concerned departments.
