Some officers in Govt had accorded promotions despite pending RDAs in ACB for the reasons best known to them but in the same order of RDA in FIR 49/91 issued by ACB/GAD, copy of which was got through RTI, clearly reads vide No VO/RTI/PIO-15066 Dtd. 25.11.2014 & questions Govt that promotion of one innocent Executive Engineer was put on hold for years for RDA only but one BDO involved in same RDA was inducted into KAS & retired as Add Deputy Commissioner & other AE was placed as AEE & Xen (IN RDA pending in FIR 11/95 till 2014) & one JE as AEE without outcome of RDA raise question & needed to be enquired by a high level committee to detect a scam of malafidies & vested considerations & above all for adopting pick & choose in so called RDAs?
Now, J&K's Law Dept opined in one case of regularization that "Policy of Regularization in Terms of Executive Order are violative of Art 14.15&16 of COI" following which Govt rejected Regularization order of an
