J&K: ACB registers case against Engineers

Jammu, September 27: Anti Corruption Bureau Jammu has registered a case against Junior Engineers and others for withdrawal of payments against fictitious bills.

The accused included Tarun Gupta, J.E, Shafqat Hussain, J.E, Naseer Rashid, GRS, Amit Kumar, T.A,  Khalid Najeeb Molvi, VLW, Akhter Hussain, MPW, Tanveer Ahmad Shah, JE, Nelofar Akhter, then VLW , Mansoor Hussain, VLW, Abdul Rehman, GRS, Ghulam Rasool Butt, MPW (now retired), Sajad Ahmed, the then GRS, Abdul Majid, the then MPW, Maroofa Begum, then GRS Block Dali Udhyanpur, Rahila Parveen, then GRS, Fareed Ahmed Natnoo, then VLW and others for drawl of payments against fictitious bills, inflated billing for material and non-existent works in Block Dali, Udhyanpur, District Doda.

According to the ACB preliminary enquiry was conducted by the Bureau to look into the allegations of drawl of payments by ACD’s, BDO’s and REW Doda against fictitious bills, inflated billing for material, drawl of payment against non-existent works Block Dali Udhyanpur District Doda w.e.f. 2014 to 2018 etc.

During the course of the probe, it has been found that a total of 1386 works under different heads were executed by the block for the period in question.

Of said 1386 works, 118 works were inspected randomly during probe and loss has been detected in 29 works on account of less execution on ground, escalated entries in M.Book etc. besides, one work namely construction of P/Path at Gowari to road Panchayat Seel Udhyanpur has been found non-existent.

ACB said that aloss to the tune of Rs.18,75,307/ has been found inflicted upon the state exchequer in execution of these 30 works & probe revealed that excess payment was drawn in 30 works executed on the basis of measurements taken and bills prepared.

The ACB said that it has found that omissions and commissions on the part of above mentioned officers/officials of Rural Development Department Block Dali Udhyanpur prima facie constitute offence punishable under sections 5(1)(c) 5(1)(d) r/w 5(2) of J&K P.C Act Svt-2006 and Sections 465, 467, 468, 471 and 120-B RPC. Accordingly, a case FIR No. 07/2022 is registered in P/S ACB Doda.
