Jammu, Jan 07. One's performance can be judged for the year from his APR's (Annual performane report). Supreme Court of India has also made guidelines to compulsory retire officers on only the basis of last five years APR's.
It has been observed that Govt has violated guidelines issued by Supreme Court of India for compulsory retiring the Govt officers without considering one's APR's for last five years.
It clearly speaks of personal or political vendata, & violation of art. 226 of JKCSR.

It is also well aware of the fact that number of illegal orders of compulsory retirement has been quashed by High court & Supreme Court of India on the same grounds.
It has been observed that some officers are not initiating APR's of their subordinates, which is needed to be enquired & strict actions be taken against such officers.
One Shafiq Raina, presently working as Secretary in CAPD has also done such an irregularity as Director, RDD.
One Senior officer continued requesting him for initiation of his APR's but he by this way or the other pretended & doing such for a long, one day refused to initiate APR's speaks of his efficiency & malafidies. However the officer made a request through official communication along APR forms with copy to Chief Secretary &;Secretary RD&PR.
Cabinet Decesion no. 156/13 dated 23.10.2001, Govt order No. 1311- GAD of 2001 dated 9.11.2001 clearly speaks about the norms of APR'S.
It has been clearly ordered the if APR's are not initiated/ reviwed etc. It is the duty of administrative deptt to get it done.
It has been reported that RDD had also fired a letter to Mr.Raina for initiation of the APR's of the concerned followed by reminders but till date the big boss has not bothered for speaks of his honesty, Competence, intelligence or malafidies. Who is the authority to see to it to save other innocents from the cruel clutches of such kind of officers, who can be the real dead woods.
