Jammu, May 09: There are many notorious stories of Anil Raina, Chief Town Planner in Town Planning Organization & Jammu Municipal Corporation & questions coming on lips of many in Jammu.
It is a big talk of the town that priorily being STP, JMC, he got approval for not sending any commercial builing permission to UTEIC for NOC, which took years to clear the issues of innocents but as STP in Jammu Development Authority he kept the said order in mid way, causing harassment to innocents raised a pointer towards his intentions.
Therafter, he was placed as Chief Town Planner in one dead Organization as white elephant & called as Town Planning Organization despite having STP/CTPs in JMC/JDA with full wings but he could not felt satisfied by having hold in JMC & HUDD , reportedly got the newly posted one STP Abrol removed from JMC & managed additional charge of STP of JMC in addition to his duties as CTP of TPO, Jammu?
Pertinent to mention here that to extend his wings in JMC, despite having short of one Head Draftsman in Town Planning Organization, who was transferred to JMC since 2018 but inspite of recalling him back to his parent organization, Town Planning Org. the boss CTP/STP Anil Raina managed additional Charge to one more officer of TPO, who was assigned the duties of Astt. Town Planner in TPO in Building Section of JMC by a Govt order within a one day reccomendation by his office by taking away the rights of next due in JMC after superannuation of Building Officer in JMC.
The said scam can be easily detected by the by the new commissioner, JMC by calling his reccomendations for managing additional charge of his Astt Town Planner as Building Officer in JMC by leaving aside the case of due Head Draftsman of JMC, as the incumbant Building Officer retired on superannuation from JMC was with the same qualification as the Head Drafts of JMC having with & equivalent to one of Rainas Head Draftsman of Town Planning Organization already working as Building Officer in JMC since, 2018 with same qualification raised a pointer towards integrity & malafidies of Anil Raina otherwise.
Also questionable that Anil Raina, CTP/STP that despite knowing that none of the building permisstions of SMC/SDA were being sent to UTEIC since 2016, Anil Raina preferred to seal his lips to inform govt over the harassment to innocents of Jammu being in JDA/JMC/TPO during that period.
But, now being CTP of TPO & above all STP of JMC, he is also the Member-Secretary of so called UTEIC of Jammu, used/using different yard sticks for NOCs of commercial buildings of JMC/JDA upto 20,000 sft is a matter of high level enquiry against Mr Raina, who is showing his notoriousness over innocents of Jammu clearly speaks deriliction of duties.
His deriliction of duties can also be openly observed from the issue of deciding the Land Use in Building Permissions without simultaneously non framing of Zonal Plans after implemention of Master Plan of 2032 in March, 2017 otherwise Development Plan of 1970 reads a different story regarding Zonal Plans.
It is a big question on Anil Raina that how land uses were being finalized with out Zonal Plan but Senior Officers have remained silent over the harassment caused by Anil Raina by not acting tough on him for open harassing Jammu people & thus let the show of different yardsticks in JMC/JDA as compared to in SMC/SDA over the same issue of UTEIC?
