Union Tribal Affairs Minister addresses in Capacity Building prog; focus on J&K


 



Union Minister for Tribal Affairs Sh Arjun Munda today addressed the valedictory function of two day Capacity Building training programme for preparation of GPDP in Tribal areas which was  held here at Panchayat Bhawan Jammu.


Addressing the occasion Arjun Munda congratulated the participants for this two day capacity building program. He asked the participants to work in tandem with all the stakeholders so that benefits of various schemes and programs reaches to everyone in the ladder of development. He further added that this capacity building program was organised as a part of Azadi ka Amrit Mahotsav, which is celebrated as a part of 75 Years of Indian Independence.
He further added that such events are the steps in achieving the India’s vision of making all empowered by 2030.


Promoting the knowledge and customs of all tribal communities including that of Tribals of J&K is also another initiative to achieve this vision, he added. He further said that it is a matter of pride that we are celebrating the birth anniversary of Bhagwan Birsa Munda as Janjatiya Gaurav Divas and it has been first time in the history of India that contributions of tribal freedom fighters have been acknowledged with such honour and pride across length and breadth of the country.
He further aspired that the effective implementation of GPDP and other programs will not only help in empowerment of villages but various indices like Happiness index are one way or another are  linked with the smooth implementation of these programs.


Government of India is focusing on the development of tribal communities of country with special focus on tribal communities of J&K which is a step in releasing ,Sab Ka Sath, Sab Ka Vikas ,Sab ka Vishwas & Sabka Paryas vision of Prime Minister of India.


He further hoped that this training program has given the tribal people an opportunity to understand their role in development of their areas.
Earlier Union Minister also interacted with tribal Sarpanches who participated in the training program and listened to their grievances and demands  including development of Milk Production and processing units for tribal villages, E- classrooms for Tribal children, Workshops and training to tribal women, Provide training to tribal people for organic farming, Aquaponics, Hydroponics, agriculture and horticulture, Adaptation of tribal children for various high institutions in metropolitan cities for the purpose of good material and exposure, installation of different factories in far flung areas for the purpose of employment generation in Tribal people, holding more such programs at District and Tehsil level for tribal population, utilisation of Tribal funds with active participation of elected representatives PRIs to  have share in BDC and DDC funding among others.
A video clip on the various events organised on the two day orientation program was also presented on the occasion.

Secretary Tribal  Affairs ,J&K Dr. Shahid Iqbal Choudhary during his address said that as per the directions of Govt. of India ,it has been first time that Janjatiya Gourav Divas was celebrated across all districts of J&K UT with great participation. With an aim to promote tribal culture during the inaugural Janatiya Gaurav Divas various events were held in Districts, Sub Divisions, Tehsils, Hostels and schools, he said.

He further added that the presence of Union Minister in this valedictory function shows the seriousness for Govt of India  towards tribal communities of J&K.
He further highlighted that about 200 panchayats have participated in this 02 day training program for preparation of GPDP in tribal areas and aspired that these trained Sarpanches and other representatives will play active role in effective implementation of various schemes of Government and in the development of their areas.He further informed that Forest Right Act has been first time implemented in the J&K.


It is pertinent to mention here this training programme was organised by National Tribal Research Institute in collaboration with Tribal Research Institute J&K. More than 200 participants including elected representatives from Tribal Panchayats, Officers & Officials and Master Trainers participated in the programme.
The programme is being organised as a part of Janjatiya Gaurav Saptah which started on the Birth Anniversary of Birsa Munda on 15th November.The inaugural address was earlier presented yesterday by Ms R. Jaya, Joint secretary, Ministry of Tribal affairs Govt. of India.
During the second day of training session master trainers threw light on Implementation of FRAs in tribal areas, provisions of decentralised governance for gram panchayats in tribal areas ,GPDP guidelines, source of funds of Gram Panchayat for GPDP in J&K and Mobilisation and utilisation of OSR among other topics.
Question-answer, group presentation and feedback sessions were also held during training program.
Dr. Abdul Khabir, OSD Mission Youth presented Vote of Thanks on the occasion.

Among others the training programme was  attended by Dr. Nupur Tiwary, Special Director, National Tribal Research Institute , IIPA , New Dehi ,M.A Mirza Director Tribal Affairs, J&K, Dr. Bala Prasad Special Secretary(retired), Ministry of Panchayat Raj. Govt. of India, OSDs Mission Youth, J&K.
