MD JKPCC caused huge loss to state exchequer by expending huge money on Personal Affairs, Airfares: Contractors Forum

JAMMU, NOV 06 : In an utter surprise and bizarre violation of norms causing huge loss to state exchequer during his various assignments at key positions, Recently Managing Director, Jammu and Kashmir Project Construction Company (JKPCC) Dillip Thusoo expended an amount to the tune of Rs. 96 lacs on the renovation of his already well-maintained office.

Astonishingly, State government is talking about huge financial crises in the state while at the same time such officials at key positions are spending crores of rupees just for enjoying royal privilege, looking after private/personal affairs at the expense of state exchequer.

Causing huge loss to state exchequer Mr. Thusoo had made frequent private/personal air visits within and outside the state on the expenditure borne by various departments of state government reveals RTI's. Recently, an RTI revealed that Dilip Thusoo during his previous 2 years tenure as GM/MD in JKPCC withdrew an exorbitant airfare of Rs 3, 62, 244 against his frequent air journeys for domestic/private affairs. Mr. Thusoo had drawn Rs 1, 30, 265 for various tours within the state and Rs 2, 31, 979 for his tours outside the state.

In reply to another RTI, one more shocking revelation has come to fore that while working as Managing Director in Jammu and Kashmir Housing Board for two years i.e. since 14/05/2010 to 16/05/2012, Thusoo made 16 to and fro visits to Delhi and different parts outside JK costing Rs 1, 63, 502 to J&K Housing Board. RTI reveals that Dilip Thusoo, during his tenure as Secretary Jammu and Kashmir State Sports Council had drawn Rs 6, 86, 733 from 17/11/2012 to 25/03/2014.

Contractors have alleged that their payments are pending from years together, instead of releasing the payment in favour of aggrieved contractors Managing Director has given face-lift to his office, thereby causing huge loss to the exchequer for the sake of prestige, he has been a biggest burden on the state exchequer from the very beginning which the state government has failed to realise.

The contractors have executed works in the far-flung areas like Rajouri, Poonch, Banihal, Doda, Bhalessa, Kishtwar, Chatroo, Kathua, Basohli, Udhampur, Chennai etc but the payment is yet to be released in their favour.

Contractors Forum have soughted Chief Minister and R&B Minister's personal intervention into the issue and demanded early release of their dues at the earliest which is pending since over an year.
