Jammu, March 19: The Central Government will be launching Jal Shakti Abhiyan-2021 with a theme to ‘catch the rain’ where it falls, when it falls; this month on March 22 which will continue till November 30, 2021.
The Cabinet Secretary informed the States/UTs that under the programme, active participation of the people is to be sought for various activities like mapping of water resources, removing encroachments and obstructions in water channels.
Later, in a separate meeting chaired by the Chief Secretary, B V R Subrahmanyam, the concerned departments were asked to plan water-conservation related activities over the next 8 months.
The departments were directed to undertake timely initiatives to efficiently capture and utilize the rainwater through district-specific scientific water conservation plan, removal of encroachments around water bodies, de-silting of water channels etc.
It is pertinent to mention here that once upon a time a SRO 456 dated 25th October 2017 was issued over the same issue of removal of encroachments in section 5(2) & Div Com & Deputy Commissioners were appointed as Adjudicating Officers but Div Com/DCs of the time followed by ADCs/ACRs despite knowing the facts preferred to sleep till today despite a lapse of more than 3 years 5 months for the reasons known to them?
However, Cross Town News with documentary evidences published lot of stories of such violations by Offices Div Com/DCs of the time followed by grievances in so called Govt Grievance Cell but the super powers of Div Com/DCs succeeded over innocents as nothing done by them.
However, Grievance No. 999001100747 in the DC Jammu's Office & 999001100781 in Div Com Jammus office pending since 14th March 2019 over the same issue for removal of so called encroachments & issue of water source & water Course speaks of failure of system in J&K.
Above all is a matter of high level enquiry that Deputy Commissioner Jammu's Officers are till date sleeping over the issues & openly violating MHA's SO 3808 of 26th October 2020 to harass innocents speaks of vested considerations on their part & if enquired shall detect a big scam of pick & choose & other matters related to....... on their parts...?
Above all it is to mention here that one Garu Ram, working in DC Office since years & at present working in Deputy Commissioer, Jammu's personal section may be the main problem creater as he as SQ has proposed lot of permissions during his tenure over the lands nomenclatured as Gair Mumkin Khads but here he preferred to close his eyes for the reasns known to him is a matter of enquiry & along with his over stay in the same office?
