SRINAGAR, AUGUST 22: Chief Secretary, B R Sharma on Monday chaired the State Level Sanctioning Committee (SLSC) meeting of the Pradhan Mantri Krishi Sinchayee Yojana (PMKSY).

The meeting was attended by officials representing various concerned departments of the Union and the State Government.

The Committee approved the 21 District Irrigation Plans (DIPs) and ratified the action taken by the Agriculture Production department in this regard.

The Committee also approved the Rs 17.60 Cr Annual Action Plan under ‘Per Drop More Crop’ component of PMKSY for the year 2016-17.

The Union Government launched PMKSY in July 2015, to provide convergence to existing schemes of water management and to improve on-farm water efficiency and adoption of precision-irrigation and other water saving technologies.

At the National level, the programme is supervised and monitored by an Inter-Ministerial National Steering Committee (NSC) under the Chairmanship of the Prime Minister. At the State level, the scheme is administered by SLSC, chaired by the Chief Secretary. At the District level, there is a District level implementation committee for ensuring last mile coordination at the field level.

The DIPs are developed following intensive participatory consultation process including Panchayats besides leveraging technical, financial and human resources available with other line departments. DIPs identify (i) the gaps in irrigation infrastructure, (ii) available and potential water resources and (iii) water requirement for agriculture sector prioritizing the activities based on socio-economic and location specific requirement.

By compiling all the DIPs, a comprehensive ‘State Irrigation Plan’ for J&K has been prepared by the Agriculture Production department for the ensuing 5 years (2016-2020), envisaging irrigation facility to every field through various interventions.
