The Biggest challenge for CM Mehbooba Mufti is to change the “Work Culture”

JAMMU, April 27: New Chief Minister has taken serious view of the work culture of the officers since the day she had taken over as CM. Lot of officers are still following old routine of  delaying the files of the applicants by this way or the other.

It is also a matter of great concern about a discrimination that on a representation Hon’ble Governor on 01.03.2016 wrote as “ADVISOR TO PL. HAVE THE CASE CLOSELY EXAMINED & ENSURE THAT JUSTICE IS DONE”. On 08.03.2016, Prpl. Secretary, Tourism forwarded it to Additional Secretary, Tourism as “PL. PUT UP WITHIN TWO DAYS”. Thereafter file reached to Additional Secretary, Tourism on 28.03.2016 but the file was withheld by him up to 21.04.2016 i.e. 24 days on his table for the reasons known to him, clearly speaks about the work culture of officers is a matter of great concern. It can be verified from file No. TSM/INC/89/05.

If the Chief Minister want to bring efficiency in departments, she should first of all  retire such like officers as dead woods, who preferred to sit on file inspite of early disposals. 

Promotion as Superintending Engineer, REW of one innocent has been withhold by Secretary, RDD in violation of Cabinet Decision No.111/8 of 2003 speaks of vested considerations. It is pertinent to mention here that on a complaint to Governor against Khursheed A. Shah, Secretary, RDD, the Chief Secretary on the instructions of Governor directed the big boss of RDD as “Pl. process on file” vide No.716-CS/2016 dated 04.903.2016 but the Secretary, RDD did not bothered to reply Governor/Chief Secretary till today speaks about the system and  his supremacy over Cabinet/Governor/Chief Secretary. Was  it not the duty of Chief Secretary to act on for noncompliance or only to act as post office to forward the communications & no follow up thereafter?

Divisional Commissioner, Jammu had communicated to Deputy Commissioner, Samba vide No.  402/2015-UTEIC/1791  dated 31.12.2015 for report. Deputy Commissioner, Samba vide No. DCS/SQ/15-16/1238dated 18.01.2016  communicated to Tehsildar, Bari Brahmna for his comments. Tehsildar submitted his report to Deputy Commissioner, Samba vide No. TBB/OQ/2015-16/1303 dated 11.02.2016. Very shocking that no reply to Divisional Commissioner, Jammu till today is the work culture.

If this shall be the practice of officers, the job of the applicants will never be done. Chief Minister should start checking work culture from secretariat that for how many days which officer has retained file on his table and what is the outcome will definitely bring a change in the system.
