Cross Town News & Rahil Gupta’s immense reporting on “Non Implementation of PSGA -2011” get positive result; CM Mehbooba Mufti passes strict instructions

JAMMU, Apr 20:  Cross Town News  has numerous times in last three years covered news items  which were cases of Non implementation of “ Public Service Gurantee Act of 2011”.

Editor in Chief of Rahil Gupta’s through Cross Town News and Meeting at different forums  brought up many cases  where people had to suffer at the hands of Administration for non - implementation of PSGA, thus causing harassment. Efforts of Rahil Gupta got positive result when CM of J&K Mehbooba Mufti  asked for strict implementation of the act.

CM Mehbooba Mufti  took strong cognizance of Non implementation of PSGA in J&K and passed on strict instruction where all departments/Authorities have been asked to implement the the act in letter  to all concerned for implementation of the Act in letter and spirit and also adhering to the timeline for submission of the requisite reports to this Department strictly as per already prescribed format.

The J&K Government has passed an order which states “ The Jammu & Kashmir Public Services Guarantee Rules, 201 1 have been notified vide SRO-223 of 201 1 dated 21.07.201 1, with a view to provide delivery of public services to the people and it has been made obligatory on the designated officers to provide public services notified under the rules within the specified time limit. It has been observed that the monthly progress reports (MPRs) on account of implementation of the J&K Public Services Guarantee Act (PSGA), 2011 are not being submitted to this Department regularly and within the stipulated time i.e, by or before 10' of following month. Consequently, the consolidation and analysis of such reports gets delayed which, in turn, adversely affects monitoring of the implementation of the Act at this level. It is also being observed that the MPRs which are received by this Department are not compiled strictly as per the devised format circulated among all concerned. Implementation of PSGA also came up during recent review meeting taken by the Hon'ble Chief Minister on 05-04-2016, who has desired to pass on strict instructions to all concerned for implementation of the Act in letter and spirit; and also adhering to the timeline for submission of the requisite reports to this Department strictly as per already prescribed format. The concerned are also enjoined upon to communicate the current status of StatelDistrict Level Nodal Officers for carrying out implementation of the Act n and also ensure that the progress report (both hard & soft copy) w.e.f. April, 2015 onwards, consolidated at the district level (Department-wise), reaches GAD by or before 251h of April, 2016 without fail.”
