Are promoted/charge assigned BDO's in J&K with requisite qualification/rules...?

Jammu, Oct 10: The Department of Rural Development and Panchayti Raj in the State continue to run its own affairs on adhoc arrangements owing to acute shortage of eligible officers.

Due to the requirement of 50% departmental Block Development Officers, reportedly, many Matriculates and fraudulent Graduates are looking after the charge of BDO’s across the State in violation of norms/rules framed into the issue.

As SRO-178 does not provide sufficient number of Inspector Panchyat having Graduation and above qualification to feed the SRO-285, maximum number of the posts of BDO’s under  required 50% departmental quota, either remain unfilled or assigned to ineligible persons.

Even as there are sufficient number of Village Level Workers and Inspector Panchayat with Post Graduate Diploma in Rural Development, Master in Rural Development and PhD Rural Development, the Government is delaying incorporation of higher professional qualification in Service Rules (SRO-178 of 2007) for promotion to higher next rank on the analogy of already approved quota of VLW’s having Graduation and PG Diploma in Rural Development.

The State Administrative Council recently increased the number of posts of Panchyat Inspectors (Grade-I) to 141 and Panchyat Inspectors (Grade-II) to 179.

As per SRO 285 of 2003, the posts of BDO are to be filled 50% from Combined and 50% from the departmental quota. Total number of positions of BDO’s are 346 and qualification for the post is Graduation.

It is a matter of great concern to see whether, who are given charge of BDO’s are graduate, if not under which authority charge has been given, if enquired shall blast a scam in the department.

To detect fraud  qualification/degrees, only permission for higher studies/ leaves sanctioned etc. etc.shall easily detect the fraud degree scam, if Govt wants.

Pertinent to mention here that there has been no DPC of VLW’s of Jammu Province since 2008 to benefit these BDO’s by way of pick & choose with additional charge.
