Jammu, November 19: Govt. it self issued an orders as "While effecting the transfers, the eligibility and suitability of the concerned employees and the interest of Government work are to be given the utmost priority. Based on Cabinet Decision No. 156/12/2010 dated 27.7.2010, vide Government Order No. 861-GAD of 2010 dated 28.7.2010, a detailed policy on transfers/postings of Government employees has already been issued. Some other departments have also notified transfer policies, specific to such departments".
It has however, been observed that some Government employees (officers and officials) of different services get recommendations from different political dignitaries in an attempt to bring political or other outside influence upon superior authorities to further their interest in respect of matters pertaining to their service under the Government. The recommendations mostly seek transfers and postings of these employees, which cause undue interference in the functioning of the administration and complicate cadre management, besides creating other allied problems in so far as optimum utilization of the human resource is concerned.
Attention in this regard is invited to Rule 17 of the J&K Government Employees (Conduct) Rules, 1971, which provides as under:
"No Government employee shall bring or attempt to bring any politcal or other outside influence to bear upon any superior authority to further his interest in respect of matter pertaining to his service under the Government”.
It is, therefore, impressed upon all the Government employees to take note of the above rule position and avoid bringing undue influence on the authorities associated with their cadre management on the matters pertaining to transfers and postings and other allied service matters. Non-compliance in this regard shall be viewed seriously and dealt with strictly in accordance with the rules.
Cross Town News had lot of examples, which speaks that Govt had itself violated its own orders of transfer policy. Transfer orders had been modified within 48 hours of its issuance, clearly speaks of vested considerations.
Additional charge of posts are assigned to blue eyeds, undue promotions accorded on fraud qualifications despite knowing the facts, premature transfers are some examples of Govt's working & violations of its own orders, which shall follow....................
