JAMMU, Oct 31: The Administrative Council's Decision No. 17/1/2022 dtd 29th Jan 2022, which was followed by 25th July 2024 are still awaiting actions.
Pertinent to mention here that Shaleen Kabra, who is boss of Revenue as FCR & ACS Revenue & I&FC, did not comply directions of Administrative Council which was headed by LG Manoj Sinha, causing loss of crore per month by not allowing sale/purchase of such nomenclature lands.
However, Omar Abdullah after taking over the charge as CM cleared the issue as per the ground reality , CM had constituted a Sub-Committee on September 15, 2025 under the chairmanship of Deputy Chief Minister Surinder Choudhary to examine and address the issue of khads, whereas Sub-Committee submitted its report to Chief Minister Omar Abdullah on September 10, 2026 and evetually Cabinet Cleared the Issue after inter departmental corrdination over the issue.
Now the Government is to reply to the queries raised by Lieutenant Governor Manoj Sinha to the Jammu and Kashmir Water Resources (Regulation and Management) Act-2019 which proposed to give proprietary rights to citizens over their land which has incorrectly been classified as ‘Khad’ and doesn't serve as a water course.
