JAMMU, Nov 27: Minister for CA&PD and Tribal Affairs, Choudhary Zulfkar Ali today said the pending quota of ration for the consumers of Jammu division would be released by 5 December 2015. He warned of strict action against the CA&PD Department officials in case of any laxity in the implementation of the decision.
The Minister passed these directions while chairing an officers meeting here today to take a detailed review of the status of supply of essential commodities, especially wheat, in Jammu division.
The Minister issued instructions to the concerned officers to set fixed schedule for procurement, dispatch and distribution of rations to the consumers besides maintaining proper inventory in this regard. “Adhering to fixed schedule of ration distribution would ensure hassle-free delivery of rations to the consumers”, he added.
Taking note of certain complaints regarding delayed delivery of rations to the consumers, the Minister asked the CA&PD Department to ensure effective monitoring of the procurement and distribution process. He also asked the Assistant Directors of the Department to conduct physical inspection of sale outlets in their respective jurisdictions to check any irregularities in supply of food-grains. “This will also help them get regular feedback from the people about the functioning of these sale outlets,” he said.
The Minister exhorted upon the concerned officers to ensure strict quality control of the flour being provided to the consumers as a number of complaints have been received in this regard. He asked the Assistant Director Mills to ensure that the gunny bags bear the official phone numbers on which the consumers can register their complaints.
The Minister reiterated his directions for installation of suggestion-cum-complaint boxes, electronic weighing machines and display of prescribed scale and rate list besides mobile number of concerned Assistant Director at every sale depot.
The Minister stressed upon the officers to work in a transparent and coordinated manner to uphold the sanctity of the Department. He sought their commitment so that the department’s functioning is further streamlined making it a vibrant unit of the government.
Among others Director CA&PD Jammu, Joint Director CA&PD Jammu, Chief Account Officer besides Assistant Directors attended the meeting.
Meanwhile, chairing a separate joint meeting of legislators of Doda, Kishtwar and Ramban districts and officers of CA&PD Department, the Minister ordered dumping of rations in the Chenab Valley region before the onset of winter.
Minister of State for R&B and Revenue, Mr Sunil Sharma, MLA Inderwal Ghulam Mohammad Saroori, MLA Bhaderwah, Daleep Singh Parihar, MLA Ramban, Neelam Lengeh, MLA Doda Shakti Raj Parihar, MLC Firdous Tak, MLC Naresh Kumar, MLC Sham Lal, Special Secretary CAPD, Director CAPD Jammu alongwith other senior officers of the department and Assistant Directors of Doda, Kishtwar and Ramban districts were present at the meeting.
The Minister said that before closing of link roads in Doda, Kishtwar and Ramban districts due to snowfall, CA&PD Department should dump the rations in all these areas.
He said the people of these areas face difficulties in winter due to non-availability of rations as most of the roads remain closed during winter. He instructed the officers to expedite the dumping of rations in the area.
Taking strong note of the non-distribution of 1057 quintal of wheat/ atta and 1533 quintal of rice of July month in Kishtwar area, the Minister ordered inquiry by appointing Joint Director CA&PD as inquiry officer who has been directed to investigate and submit the report within 10 days.
To monitor the supply mechanism in the area, Minister decided to depute 2 Deputy Directors of CAPD on rotation basis twice every month. One Deputy Director will stay for 2 days in Kishtwar, 1 day at Doda and 1 day at Ramban twice in a month and monitor the system closely.
The Minister on the occasion decided to release all the pending liabilities of carriage commission of dealers in Doda, Ramban and Kishtwar. It was instructed by the Minister to release an amount of Rs 12 crore for Doda district, Rs 4.40 crore for Ramban and Rs 3 crore for Kishtwar district.
The Minister has also agreed opening of new food store in Marmat besides assured sanctioning of new post of Assistant Director for Marwah area. Minister directed to relieve all Night Chowkidars from the duty of store keepers or control clerks besides stressed upon the department to operationalize all vigilance monitoring teams.
The Minister has also directed officials to release pending additional quota of ration according to census 2011 to all the districts besides maintained scale and release carriage commission through bank invoice.
In another major decision, Minister instructed Director to relieve all incharge of Kerosene Oil in the districts and give this responsibility to the Assistant Directors who will directly control the oil distribution system.
It was also decided that Deputy Commissioner Kishtwar will ensure seizure of 766 quintal rotten wheat in Marwah and destroy the same after certifying that the same is not fit for human consumption.
To check quality of consumable items, Minister has decided to depute one Deputy Controller of Legal Metrology Department on rotation basis to tour Doda Kishtwar and Ramban every month.
All the legislators appreciated the efforts of Minister in streamlining the department and making efforts of dumping ration before winter season in the Chenab Valley areas.
