Srinagar, May 19:J&K Govt ordered for Correction in name/service records of Ms. Shagufta Yousuf, Master vide ORDER No,204-DSEK of 2026 DATED: 19/05/2026 , details with CTN read as under:-
Whereas, the Chief Education Officer, Srinagar, vide communication No. CEO/Sgr/Estt/01/3700 dated 27.04.2023; projected the case of Ms. Shagufta Yousuf, Master, BHS Panzinara, for correction of her name in the Service Book from "Shagufta" to "Shagufta Yousuf" on the basis of particulars recorded in her Date of Birth certificate and other relevant testimonials; and
Whereas, the case remained under correspondence with the Chief Education Officer, Srinagar, for want of certain clarifications and requisite information; and
Whereas, the rectification case of the official, along with all required documents, was referred to the Administrative Department vide this office letter No. DSEK/TS/646/E-7187513/1219 dated 09.08.2024 for conveying necessary instructions/orders; and
Whereas, the Administrative Department vide communication No. EduNGK/238/2024-01 (7557840) dated 07.01.2025 returned the case to this Directorate with the instructions to resubmit the same in terms of Finance Department Circular No. FD-Code/154/2022-23 dated 10.05.2023; and
Whereas, this office vide letter No. DSEK/TS/646/2023/SGR/0310 dated 24.02.2025 forwarded the Administrative Department's instructions to the Chief Education Officer, Srinagar, with the request to resubmit the case strictly in accordance with the aforesaid Circular instructions; and
Whereas, the Chief Education Officer, Srinagar, vide communication No. CEO/Sgr/Estt/7670707/5505 dated 30.05.2025, resubmitted the case to this office along with requisite formalities/documents; and
Whereas, the matter was again taken up with the Administrative Department vide this office communication No. DSEK/Estt/BTrs/TS646/2023/25/3354-55 dated 17.08.2025 along with all required documents; and
Whereas, the Administrative Department vide communication No. EduNGK/238/2024-01 (7557840) dated 13.02.2026 has instructed this Directorate to settle the case in terms of Finance Department Circular No. FD-Code/154/2022-23 dated 10.05.2023; and
Whereas, the Finance Department vide Clause 1 of Circular No. FD- Code/154/2022-23 Dated 10.05.2023 has notified the procedure for addition/deletion or change in name/ surname by the Government employees which inter-alia reads as under:-
1. A Government employee wishing to adopt a new name or to effect any modification in his / her existing name may do so, formally by a deed changing his / her name.
2. The execution of the deed should be followed by publication of the change in a prominent local newspaper at the Government employee's own expense.
3. The change in the name shall be made with Aadhaar authentication and complete verification of record of e-HRMS; and
Whereas, Ms. Shagufta has executed the requisite affidavit/deed and notice about the correction in her name has been published in a prominent local newspaper, thereby fulfilling the prescribed procedural requirements;
Now, therefore, in pursuance of the above and in compliance with Administrative Department's communication No. Edu-NGK/238/2024-01 (7557840) dated 13.02.2026, sanction is hereby accorded to the rectification in name of the official as "Shagufta Yousuf' instead of "Shagufta" on the first page of her Service Book and consequently, her name wherever appearing in all service records shall henceforth be treated as "Shagufta Yousuf".
