New Delhi, May 04: Anti-Corruption Branch, GNCTD arrested 9 Owners/Directors/Associated persons of Coaching Institutes in Delhi.
These institutes had been empanelled in Jai Bhim Mukhyamantri Pratibha Vikas Yojana in 2018-19. Coaching Fee for institute and stipend for students was to be paid to the Institute by Dept. of SC & ST. In 2019-20, this Yojana was re-introduced with some amendments i.e. ST, OBC, EWS categories were also added and this time 38 more Institutes were empanelled.
Overall around 22,000 students were enrolled in both phases. Investigation also revealed that these Institutes had obtained Rs. 37.20 Crores under this Yojana.
It was mandatory for all Institutes to maintain a separate Bank Account for this Yojana but it was not complied with at all. Investigation also revealed that the lists of students, which had been submitted by institutes for seeking funds, from Govt Ex-chequer, were containing names of several students in two or more Institutes.
Thereafter, a large no. of students were called to join investigation. They narrated that they had not sought admission in another institute, meaning thereby that forged documents regarding admissions of students in this Yojana were created and produced by Institutes for claiming funds from Govt.
DSCST Officials also did not check/regulate the flowing of funds in wrong hands. It also came upon that stipend amounts received by Institutes had not been disbursed to students in several cases.
Investigation also revealed that some of the Institutes had sent their students to local tuition centres for coaching, which was also a major violation.
Owners/Directors/Proprietors/Runners of Local Tuition Centres were given several opportunities to explain their version with substance but they could not put any substance thereto.
Even some of the Institutes transferred stipends in accounts of students, after registration of case. 9 accused persons have been arrested in this case.
Alll of them were produced in Spl. Court and sent to 14 days Judicial Custody.
