Jammu, Feb 4: The Centre has approved Rs 9,542.55 crore for Jammu and Kashmir under the Samagra Shiksha programme during the last four financial years, including the current year, with Rs 2,351.56 crore released as the central share and Rs 3,777.03 crore reported as expenditure so far, the Rajya Sabha was informed on Wednesday.
Responding to an unstarred question, Minister of State for Education Jayant Chaudhary said the approvals, releases and utilisation details for the Union Territory were placed before the House as part of the written reply.
According to the data, total funds approved, including the Union Territory share, stood at Rs 2,529.42 crore in 2022-23, Rs 2,492.49 crore in 2023-24, Rs 2,194.80 crore in 2024-25 and Rs 2,325.84 crore in 2025-26.
The central share approved by the Government of India was Rs 1,650.59 crore in 2022-23, Rs 1,736.49 crore in 2023-24, Rs 1,721.60 crore in 2024-25 and Rs 1,435.99 crore in 2025-26. Against these approvals, releases amounted to Rs 364.97 crore, Rs 865.43 crore, Rs 823.49 crore and Rs 297.67 crore respectively, after adjustment of earlier unspent balances.
Expenditure, including the Union Territory’s share, was reported at Rs 1,275.28 crore in 2022-23, Rs 1,106.56 crore in 2023-24 and Rs 935.20 crore in 2024-25, while Rs 459.99 crore has been spent so far in 2025-26 as of January.
The Ministry stated that the central share under Samagra Shiksha is released to States and Union Territories in four instalments as per Department of Expenditure guidelines and is linked to utilisation of earlier funds, transfer of the matching share, expenditure incurred and other prescribed conditions. The detailed year-wise figures of approvals, releases and utilisation have been laid on the table of the House.
