Jammu, Feb 2: The Jal Shakti Department dismissed Maroofa Jabbar, Jamadar-II, posted in Flood Control Division Kakapora, following her involvement in a case under the Narcotic Drugs and Psychotropic Substances (NDPS) Act.
The decision was taken after a thorough inquiry conducted on the basis of a report submitted by the Chief Engineer, Irrigation & Flood Control, Kashmir, in accordance with the provisions of Article 311(2) of the Constitution of India, with the objective of upholding discipline and ensuring accountability within the department.
Earlier, the Chief Engineer, Irrigation & Flood Control, Kashmir had informed the Administrative Department that Maroofa Jabbar was arrested on 14.09.2025 by Pulwama Police. During a search, 119 grams of heroin was recovered from her possession, leading to the registration of FIR No. 217/2025 under Sections 8/22 of the NDPS Act at Police Station Pulwama.
Following her arrest, the official was placed under suspension and subsequently served a charge-sheet under the provisions of the Jammu and Kashmir Civil Services Regulations.
However, she failed to submit any response. An Inquiry Officer was thereafter appointed, who, after examining the case records and police documents, concluded that the Government servant was involved in narcotics-related activities in grave violation of the law as well as the department’s core values.
The Inquiry Officer recommended initiation of termination proceedings, observing that such offences not only tarnish the image of the department but also severely undermine public trust.
After examination and endorsement of the Inquiry Report, the Competent Authority Minister, Jal Shakti Department-dismissed Maroofa Jabbar from Government service, thereby also disqualifying her from future Government employment.
