Jammu, Jan 18: There are lot of questions on working of ACR, Jammu for using his own words by passing orders but in violations of standing orders by intentionally not trying to understand the case of request, causing harassment to innocents for their genuine & routine works, which is a proved cases of causing intentional delay in public works?
However, now, High Court has categorically, questioned his intentions for creating hurdles in public routine works in recording "Title Verification" on a Building Permission case of an innocent person.
It came out from the case by considering an undesired act on "Gair Mumkin Khad Land" which has nothing to do with "Title Verification", so why Court in details explained the meaning of "Title Verification" for the ACR, Jammu & other such like Revenue & other officers, who are misusing "Gair Mumkin Khad Land" word just to harass the public for their genuine works?
High court has directed the boss ACR, Jammu to do the "Title Verification" in 90 days, however, order copy with CTN reads as under, which if gone thoroughly by Govt shall raise a pointer towards his knowledge, competence & other related issues of the boss ACR, Jammu.
However, his one more misuse of powers is that, wherein just to harass an applicant, who sought permission for cleaning the plot & temporary fencing by the doubt of encroachment being open & which is with big & tall bushes up to 10 ft height & case was recommended by Naib Tehsildar, Gharota, Tehsildar Bhalwal, as she could not exercise Nishandehi of the said plot of 29.6 K at Gharota due to big bushes but the boss, ACR rejected the case of cleaning of bushes by quoting word of ban of constructions on Gair Mumkin Khad lands, which is evident clear from last below snapshot of his letter dtd. 15.04.2024 addressed to Tehsildar Bhalwal, which needs thoroughly analysis.
But if enquired there is no any order on ground by which cleaning of bushes, temporary fencing, ban on sale/purchase of such lands issued by any authority in world along with no constructions on such nomenclature lands, raised another question on hi,
