Jammu, Jan 10: When appointments are on District Cadre, one cannot be transferred to Divisional Level or State Cadre Post & vice versa but one can see one more order of such like violations issued by Shaleen Kabra, ACS, Jal Shakti by which he has issued deputation order of Divisional Level Officers to State Cadre.
