Jammu, Nov 18: In C.P./224/2025 (JAMMU) In O.A./1460/2022 titled FIRDOUS BEGUM Vs CH. MOHD YASIN, IAS AND ORS after hearing CAT ordered as under:-
Mr. Balwinder Singh, ALR, Chief Engineer, JPDCL, Jammu has appeared before this Tribunal through virtual mode and produced a communication dated 28.08.2025 addressed by Chief Administrative Officer, JPDCL to the Chief Engineer, Distribution, JPDCL, Jammu to verify the genuineness of the certificate issued under SRO 120 by the DC Ramban vide No. DCR/Relief:300 dated 25.07.2019 in favour of the applicant in the instant case.
However, in the order dated 10.07.2024 (Annexure A3) of this Tribunal, it has been reflected that in compliance of order dated 22.06.2024, Deputy Commissioner, Ramban has verified the certificate of the applicant which was found genuine.
Another communication dated 08.04.2025 (Annexure A6) addressed by Executive Engineer, JPDCL, Batote to Chief Engineer (Distribution) JPDCL, Jammu wherein it is mentioned the certificates issued under SRO 120 have been verified from the DC Ramban and was sent to the Department.
This Tribunal failed to understand as to why again and again same process of verification of certificates is being repeated by the Respondents.
We took a serious note for deliberately delaying the matter and accordingly, we direct the Chief Administrative Officer, JPDCL, Jammu to remain present before this Tribunal on the next date to show cause as to why contempt proceedings be not initiated against him for disregard of order of this Tribunal. List this case on 20.11.2025.
