Jammu, Aug 24: Govt seeks objections on tentative seniority list of Junior Engineers (Diploma Holders) , details with CTN reads as under:-
Tentative seniority list of Junior Engineers (Diploma Holders) Jal Shakti Department as on 01.01.2025. Circular No. 03-JK(JSD) of 2025 Dated:-22.08.2025, copy with CTN reads as under:-
Whereas, vide Government Order No. 450-PW (Hyd) of 2019 dated 27.11.2019, final seniority list of Junior Engineers (Diploma Holders) as it stood on 01.01.2019 was notified/ issued; and
Whereas, on the recommendations of the Departmental Promotion Committee/ J&K Public Service Commission, (216) Junior Engineers (Diploma Holders) have been regularized/promoted as Assistant Engineers (Diploma Holders) vide Govt. Order No.101-JK (JSD) of 2023 dated 12.05.2023, Govt. Order No.122-JK(JSD) of 2023 dated 30.05.2023, Govt. Order No.160- JK (JSD) of 2023 dated 17.07.2023, Govt. Order No.247-JK(JSD) of 2023 dated 12.10.2023, Govt. Order No.132-JK(JSD) of 2024 dated 14.06.2024 and Govt. Order No.103-JK(JSD) of 2025 dated 30.04.2025, from different dates, hence, their names have to be deleted from the aforesaid seniority list of Junior Engineers; and
Whereas, seniority of such Junior Engineers (Diploma Holders) who have acquired their Degrees through AMIE/B.E/B.Tech./AMICE have been fixed in the final seniority list of Junior Engineers (Degree Holders) as on 01.01.2024, notified vide Govt. Order No.245-JK (JSD) of 2024 dated 30.11.2024, from different dates, hence, their names have also to be deleted from the aforesaid seniority list of Junior Engineers (Diploma Holders); and
Whereas, a numbers of Junior Engineers (Diploma Holders) have been retired on superannuation pension between the intervening period and their names have also been deleted from the tentative list of Junior Engineers (Diploma Holders) as on 01.01.2025; and
Whereas, on the recommendations of the Union Territory Level, Departmental Promotion Committee, (12) officials have been regularized/promoted as Junior Engineers (Diploma Holders) vide Govt. Order No. 347-PW(Hyd) of 2004 dated 13.08.2004, Govt. Order No. 01-JK(JSD) of 2021 dated 01.01.2021, Govt. Order No. 52-PW(Hyd) of 2015 dated 20.02.2015, Govt. Order No.56-PW(Hyd) of 2020 dated 11.02.2020, Govt. Order No. 38-JK(JSD) of 2025 dated 10.02.2025 and Govt. Order No. 47-JK(JSD) of 2025 dated 19.02.2025 from different retrospective dates, hence, their names have to be included in the aforesaid seniority list of Junior Engineers; and
Whereas, on the recommendations of J&K Services Selection Board, (09) candidates have been appointed as Junior Engineer (Diploma Holder) vide Govt. Order No. 257-GAD of 2018 dated 15.02.2018, Govt. Order No. 198-JK (JSD) of 2022 dated 13.09.2022, Govt. Order No. 212-JK (JSD) of 2022 dated 28.09.2022, Govt. Order No. 39-JK(JSD) of 2024 dated 20.02.2024, Govt. Order No. 59-JK(JSD) of 2024 dated 07.03.2024, Govt. Order No. 133-JK (JSD) of 2024 dated 20.06.2024 & Govt. Order No. 257-JK(JSD) of 2024 dated 11.12.2024, hence, their names have to be included in the aforesaid seniority list of Junior Engineers; and
Whereas, on the recommendations of J&K Services Selection Board, among others, vide Govt. Order No. 148-PW(R&B) of 2007 dated 16.04.2007 and Govt. Order No. 262-PWD of Page 1 of 14 2007, dated 29.08.2007, (02) more candidates were appointed as Junior Engineer (Diploma Holder), however, their names were not included in the seniority lists issued from time to time, hence, their names have also to be included in the aforesaid seniority list of Junior Engineers.
Now, therefore, Tentative Seniority List of Junior Engineers (Diploma Holders), Jal Shakti Department as on 01.01.2025, has been framed as per Annexure to this Circular. Members of the services are accordingly, directed to file their objections(s), if any, in respect of assigned position in the seniority list to which they belong or the date of birth, category or any other particular in the Administrative Department within a period of 15 days, from the date of issuance of this circular.
However, no objection(s) shall be entertained after expiry of stipulated time period.
The date of birth reflected in the Tentative Seniority List shall not be taken as authentic and shall be subject to further verification from the Service Book/Matriculation Certificate.
The reserved category status reflected against the officers in the tentative seniority list shall be subject to its authentication and verification from the competent authority. The Seniority list shall be without prejudice to the final outcome of writ petitions, if any, pending before any competent Court of Law.
