J&K: CAT seeks report on appointments of Dy Medical Superintendents in GMCs

SRINAGAR, June 3: Division Bench of M S Latief (J) and Prasant Kumar (A) in Central Administrative Tribunal has directed the committee to submit the report before it with regard to clarification of qualification for filling the post of Deputy Medical Superintendents in Government Medical Colleges in Jammu and Srinagar.

CAT allowed the prayer of committee for extension of time in submitting the report before the bench as the counsel for Public Services Commission produced a report before the bench which reveals that as regards the experience certificates of all the candidates, who had applied for the post of Deputy Medical Superintendent, whose experience certificate was accepted by the Commission, the committee has only submitted a tabulated form, wherein, one of the cases, Dr. Ifra Khalil Kangoo, the experience as reflected in the Committee’s Report is Assisted the Medical Superintendent SKIMS in running the administrative affairs of the hospital.” and the same has been accepted by the Commission as being valid likewise in other cases also.

The Bench said that the committee has not clarified, as to whether the experience of assisting the Medical Superintendent, SKIMS in running the administrative affairs of the hospital is a required qualification in terms of the advertisement notice and likewise as regards others also, the same has been reflected in the report of the committee.

CAT allowed further time by two weeks as prayed for & CAT direct the Principal, GMC, Anantnag to expedite the submission of required information to the Chairman of the Committee (Director, SKIMS, Soura, Srinagar) expeditiously.

CAT added that it is expected that the committee will comply with the directions passed by this court as also the Govt. Order dated 25.04.2025 by providing with the complete expert opinion/final report, as sought for, which would include the petitioner-Dr Kulbir Singh as well as all those candidates whose experience and qualification have been accepted by the Public Service Commission & the report be submitted in a sealed cover before this court.
