ACS Jal Shakti ordered exhaustive enquiry in 15 days on 08/2024 but report on 02/2025?

Jammu, May 19: Shaleen Kabra, ACS, Jal Shakti , ordered an exhaustive enquiry vide Govt Order No 197-JK(JSD) of 2024 dtd. 22.08/2024 by which Inquiry Officer was directed to submit detailed report in 15 days but below order clearly reads that report was submitted by the CE vide No 19749 dtd 25. 02/2025, clearly speaks, how department is working as none bothered to act on non compliance of Govt Order?
