JAMMU, DECEMBER 14: It is a fact that DCs are enhancing stamp duty rates in every areas of their districts every year but similar method is not being applied in every district, needed to be looked into to streamline the system as a whole.
It is to mention here that in first it is to be looked into that whether after enhancing "Stamp Duty Rates" of the particular areas by DCs, had they developed the said area, so that further Stamp Duty Rates can be enhanced in the next year or had some of the DC had visited in any remote area before enhancing the stamp duty rates.
If DCs are so keen to add revenue to govt exchequer, they would have decided the issue of problems over "Gair Mumkin Khad Lands" in compliance to SRO-456 of 2017 dtd 25th Oct 2017, LGs ACs Decision dtd 29th Jan 2022 & dtd 25th July 2024, which would have given revenue to crores per month as Stamp Duty Fee & other taxes, otherwise which is causing a loss to crores to Govt per month on the fault of DCs & their incompetent teams.
But, Today, again Deputy Commissioner, Jammu, Sachin Kumar Vaishya who is also the Chairman of District Valuation Committee, convened a meeting for finalization of stamp duty rates for the calendar year 2025 & during the course of the meeting, deliberations were held with Sub Divisional Magistrates to establish criteria for the finalisation of rates.
The Deputy Commissioner emphasized the importance of adhering to established criteria for rate fixation and instructed officers to conduct a thorough review to ensure fair and accurate finalization of the stamp duty rates.
He also called for a classification of the rate structure based on area categories to maintain transparency and alignment with market conditions.
The meeting was attended by Commissioner, Jammu Municipal Corporation, Commissioner Devansh Yadav, Additional Deputy Commissioner Shishir Gupta, Registrar, Assistant Commissioner (Revenue) Dr. Rajesh Kumar, Sub Registrar, Sub Divisional Magistrates and officers from the Public Works Department, among others.
The finalised stamp duty rates are to be communicated to the Division Level Committee next. This annual exercise aims to align the rates with current market trends and support ongoing developmental initiatives.
