J&K Government mention  Privileges and Immunities to the MLA/MLCs


JAMMU, Apr 06: J&K Government has issued a circular for  Privileges and immunities to the  Legislators in Jammu & Kashmir .

The circular copy available with Cross Town News reads as "It has been brought into the notice of the authorities that developmental works are being undertaken by various departments at their own level without consulting the concerned Hon'ble Legislator(s) which amounts to violations of the instructions of the State Government issued vie& Circular No.33-GAD of 2009 dated 16.07.2009.

The following instructions are therefore, reiterated/conveyed to all the concerned for information/necessary action:-

1. The D.O. letters addressed by the Hon'ble Legislators to the senior officers shall be promptly acknowledged and in due course, the Hon'ble Member(s) be informed of the action taken or proposed to be taken by the Department on such matters.

2. The Hon'ble Legislator(s) shall be consulted in matters pertaining to the formulation of the District Plans and developmental schemes pertaining to their constituencies. Further, the Hon'ble Legislator(s) shall also be consulted on matters relating to the formulation and implementation of the Centrally Sponsored Schemes like BADP/TSP/SCP in accordance with the guidelines of the Government of India pertaining to such schemes.

3. The Hon'ble Legislator(s) shall be invited to all the major official functions like laying of foundation stones, inauguration of major development projects in their respective constituencies. The Honble Legislator(s) shall also be invited to major official functions of the State and they shall be allotted seats strictly as per the protocol. 4. Due protocol and courtesy shall be extended by the officers to the Hon'ble Legislators during their visit to Government offices. Further, whenever any Hon'ble Legislator indicates his desire to meet an officer for discussing any public related issue(s), the appointment shall be futed on the same day, if the officer is at the headquarter. However, if it is not possible to do so for unavoidable reasons, a meeting shall be arranged at the earliest as per the mutual convenience. Arrangements should be in place with a view to ensuring that no Hon'ble Legislator is put to any inconvenience on this account. These instructions are brought to the notice of all the Administrative Secretaries, Heads of the Departments, Deputy Commissioners and all the officers of J&K Police for information and strict compliance."
