Jammu, May 09: There are countless questions on DC Office Jammu for not clearing countless issues of public by this way or the other in non compliance of LG's time bound Administrative Councils Decision No 17/1/2022 dtd 29th Jan 2022 followed by GO No 18-JK(Rev) of 2022 dtd 04th Feb 2022 to decide the issue of harassment to thousand of innocents causing loss to Govt Exchequer to crores per month by way of Stamp Duty Fee on sale/purchase of Gair Mumkin Khad lands speaks of so called public deliverance at door steps to public?
It is to mention here that thereafter even LG Office sought a report from Commissioner/Secretary, Revenue on the complaint of Rajesh Gupta Managing Director, Cross Town News followed by reminders vide No. LGS-28(ASAK/2023/387 dtd 27.01.2023 dtd 28.03.2023 & dtd 16th May, 2023.
Just an eye wash, Secretary Revenue communicated to Div Com Jammu/Kashmir for seeking information over delineation of khads vide dtd . 12.06.2023, No. Rev-Sec/14/2021(C.24000) dtd 25.07.2023 with copy to LG Office by quoting reference of letter No. LGS-38(ASAK/2023/2154 dtd 03.07.2023 but till day results are negligible on ground in reference to Administrative Councils Decision dtd 29th Jan 2022.
Now, there is one more question has been raised on harassment by DC Office Jammu, that since years one application is moving in office of DC Jammu for just cleaning of big bushes like a jungle & just barbered wire fencing in plot, being open from all sides just to avoid encroachment but previously DC Office Jammu communicated to SDM(N) vide NO: DCJ/SQ/Demar/2021-22/3319-20 dtd 16.10.2021 over the issue but so called competent SDM reverted back to DC by asking applicant to get permission over the issue by competent authority, speaks of intelligence of such like officers but the same SDM allowed construction in a school in his jurisdiction during his tenure, which was in notice of DC Jammu.
However after reminders, present DC directed to forwards representation to SDM(N) & in turn Tehsildar Bhalwal communicated to DC Jammu vide letter dtd 07.03.2024 with observations that "MANY BIG BUSHES HAVE GROWN IN THE ABOVE LAND WHICH LOOKS LIKE A FOREST & WANTS TO CLEAR THE BIG BUSHES. HENCE SUBMITTED" but strange instead of allowing to clear the plot ACR Jammu communicated to Tehsildar with a long & undesired story with observations as "THIS INVOLVES THE GRIEVANCE REDRESS THROUGH DELINEATION PROCESS OF KHAD WHICH IS ALREADY UNDER ACTIVE CONSIDERATION AND IN PROCESS IN DISTRICT JAMMU. IN VIEW OF THE ABOVE THE APPLICATION OF APPLICANT FOR PERMISSION TO CLEAN BIG BUSHES IS NOT PROCESSABLE UNDER NORMS IN VOGUE".
One more incompetence of DC Office is proved from rejection letter of ACR addressed to Tehsildar as "Convey the applicant accordingly" whereas request stands made to DC Jammu, raised another question of so called competence of JKAS Officers?
Now, if the matter be enquired by a team of some competent officers in respect of of the issue & instructions issued vide LGs time bound Administrative Councils Decision No 17/1/2022 dtd 29th Jan 2022 followed by GO No 18-JK(Rev) of 2022 dtd 04th Feb 2022 no doubts speaks intention delays in public works, lack of knowledge, which are proved words for losing utility of such like officers in the administration under Art 226(2) to declare them as deadwoods.
Above all it is to mention here that then SDM(N) Satish Sharma since years back has submitted a detailed report to DC Jammu along with recommendations of SE, Irrigation & Flood Control, Jammu that said plot does not form the part of water body & it is also to write that said nallah of 3 to 5ft wide has been fully covered with slab up to other side of road by authority of Navodhaya Vidhalaya, Gharota, which is headed by DC Jammu?
