Jammu, Feb 25: Muneer Khan has taken over as Director, Vigilance, J&K & innocents has lot of hopes from him. Various department's non cooperation with SVC has brought the fight against corruption slow.
There are lot of complaints with CTN that departments have been delaying action against powerful tainted officials but quickly act on innocents despite the SVC’s enquiries.
The departments have also been directed to conduct internal enquiries for quick action against the guilty but pick & choose has been adopted. The duties of departmental vigilance officers and district vigilance officers are explicitly defined in Jammu and Kashmir State Vigilance Commission Rules, 2013. Their role is to check corruption in departments, even on the basis of media reports. CTN has publicized so many illegalities from time to time but no actions speaks of their supermacy over VOJ/VOK.
FIR 49/91 & 11/95 were concluded not proved & were sent for departmental actions in the year 1992 & 1996 by VOJ with following reminders upto 2013. Strange to mention here that lot of officers involved in same FIR's were promoted upto Add. Deputy Commissioner but in the year 2014 DA was initiated & censured only one officer after a gap of 22 yeaes in FIR 49/91 is a matter of high level enquiry.
Shall Director Vigilance call for the records & verify that when DA was pending upto 2015 how other officers were promoted to the higher posts?
