Jammu, Jan 5: President Chamber of Commerce and Industries Jammu & Bar President said that instead of changing land laws for conversion of agriculture land for non agriculture purposes, the Government should focus on defining Gair Mumkin Khad lands, which will ultimately benefits for expansion of industries and economy of the UT.
The major chunk of land of Jammu division is khad, so instead of conversion of agriculture land, the government should define Gair Mumkin Khad as this issue has been lying pending for last many years due to which people cannot purchase or sell the piece of land comes under this nomenclature.
Industries/Business should be developed in khad land instead of agriculture land but it is beyond understanding why the government has been delaying in defining khad land.
Pertinent to mention here that major part of Jammu district is actually khad lands including Chhanni, Trikuta Nagar, Narwal, Greater Kailash, Sanik Colony, Chowadhi, Bhalwal, some part of Akhnoor area, Janipur, Birpur, Sunjwana etc. even Samba/Kathua district also mostly akhad lands.
Revenue bosses quoted State Water Rwegulation Management Act of 2010 for such ban but none bothered to read the objectives of the said Act that what for it was framed, which raised a question on incompetance of Revenue Officers of J&K.
However, to remove the said confusion SRO 456 of 2017 reads with Sec 5 5(2)was issued in compliance to PIL No 20/2013 & 19/2014 followed by CPPIL 08 of 2016 decided on 31st Oct. 2017 but no actions.
However Govt had constituted Commitee to formulate SOPs on Gair Mumkin land within a time frame of three months in November month of 2021.
