What State Water Regulation & Management Act of 2010 J&K asks Revenue bosses to do?

Jammu, June 20: State Water Regulation & Management Act of 2010 was issued by PHE department by defining its items & purpose but in Section 3 of the said Act it was mentioned that all Water Sources shall be Government property  but that is however true on ground that every Canal, River, Khul, Khad etc where water flows should be Government property.

However, in sec. zzc & zze, it was clarified regarding water source & water course but Revenue officers  till date treating on word of "KHAD" as water source & water course speaks of negligence & lack of knowlege on their part from Patwari to top Bosses, which raised a pointer towards their working.

However, in compliance to court orders a SRO-456 dtd 25 October, 2017 was framed & submitted in High Court by which DCs were asked to remove the confusuion between Khads from actual Khads  & to demarcate Khads from actual Khads but despite lapse of  3.9 years they are yet sleeping over the issue.

Pertinent to mention that when DCs get crore of rupee to use in maintenance of water bodies, immediatly came in action to demarcate water bodies, where they have to utilize money but not bothered to demarcate those so called water bodies by which otherwise Govt would have got average Rs 100 crore per month revenue by stamp duty by sale & purchase of Gair Mumkin Khad nomenclatured lands, where big constructions already exist along with Government colonies and   causing loss to Govt exchequer.

It is also to mention here that Master Plan of 2031 had clarified regarding buffer zone among nallah/khads followed by MHA fo usage of no revenue laws in Master Plan Areas, bosses are not bothering to care for?

However, First page of the Act issued by PHE Department clearly reads that  "It is framed for establishment of State Water Resources Regulatory Authority" & other concerns of their department, which reads as under.
