JAMMU, Sep 01: In what could be termed a humiliating series of events, KAS 2001 batch officers have bee equated with their lower batch officers.
Sources of 2001 batch KAS told Cross Town News that Seniority of 103 Time scale officers was finalised by the GAD. Out of which 81 officers were placed in Selection scale by GAD vide two different orders, but inspite of repeated requests and representations the rest of the officers (22)are yet to be promoted and are stagnant on the same posts of Dy. Secretary .
Sources further told Cross Town News that there are 35 posts of selection scale available with GAD after Cadre review of KAS vide SRO 205 in the year 2016 but these officers are on the same post since 2010 and now that GAD has placed officers of 2004 and 2008 batch officers into time scale,making all three batch officers equal, whereas the officers from lower batch are placed at better position.
Sources told that GAD says that there is stay on promotion by Hon'ble High Court but that applies on the posts of Selection to special scale and not to Time scale to Selection scale. Even on some stay brought by Hanief Balkhi against the seniority and promotion of these 102 officers, High Court has allowed for placement in OPG in the selection scale and GAD has placed in OPG some of these officers in two occasions and that to at the time of present commissioner Secretary in the chair
