Jammu, May 25: If Government will go on scanning the old appointments, lot of frauds can be detected & lot of top corrupt officers can be put behind the bars but who will act is a question..?
Now as per details with Cross Town News, one can easily observe from service book snapshots that one Javed Wani was appointed as Orderly by one ACD vide order dated: 8.05.1980 but shown joined on 03.05.1980, thereafter made work supervisor vide order dated: 06.08.1980 & Section Officer by other ACD vide order dated: 19.06.1984, thereafter worked as Executive Engineer for years & appointment orders as per service book entry dates speaks the fraud committed by the bosses of time.
Pertinent to mention here that Notification of 14th September, 2006 vide SRO. 297 in Col. B reads that "THE PROVISO PERMITTING A JUNIOR ENGINEER, WHO HAD UNDERGONE CONDENSED DIPLOMA COURSE TO BE TREATED AS TWO YEARS DIPLOMA COURSE SHALL BE TREATED AS ONE TIME DISPENSATION".
But, there is one question that vide Govt order No. 256 DRD of 2001, Dated: 14.08.2001, promotion of concerned as JE were rejected by the Govt in ref to court order but thereafter how govt raises the official up to Xen is itself a unsolved question, which is also evidient from the snapshot of the order.
It is also a question that vide seniority list issued vide G.O.No. 358-RD of 2010 Dated: 20.12.2010, date of promotion as JE in Anx. (C) of the officer has been shown as 21.10.1982 & where from this date has come....?
Pertinent to mention here that there are lot of such appointments & other two namely, one Nand Kishore was appointed as work supervisor vide no. Estt/PF/606-09 Dated: 31.05.1996 & other Manmohan Krishan appointed as Orderly by Director, vide No. Estt/Gnl/36/111961-62 Dated: 10.09.1988, raised up to AEE/AE through illegal & fraud degree/diplomas.
One has done correspondence diploma from one college from Hyderabad followed by degree & from the same college many of the concerned have done so called correspondence diplomas & raised up to level of Executive Engineeer & other from Vinayaka Mission, which has outrightly been rejected by High Court & Vigilance Dept/Technical Education Dept followed by Supreme Court/AICTE had made correspondence engineering degrees null & void, which dont have study centres in the state & which involves practicals but bosses of department are in violation promoting speaks of their in competance or vested consideration needed to detected case by case will make a blast of promotion/appointments in the department shall follow.
Whereas, Nand Kishore had shown at S.NO. 20 with date of appointment as JE on 08.04.2005 & Manmohan Krishan at S.No. 22 with date of appointment as JE on 08.06.2007 in seniority list issued vide No. 245 RD&PR of 2017 dated: 01.09.2017 & the question when did they cleared diplomas & whether permission was granted or leaves were taken during examinations... is the main issue to be looked into?
Whether, Cabinet Decision 111/8 dated: 23.06.2003 , G,O.No 150- RD-of 2003 dated: 25.06.2003 was considered while making such promotion is also a question on authorities.
However, snapshots from date of appointment as per service book & rising up to Xen if scrutinized like one Chalkoo & others shall detect a promotion scam again but who will take the officers to task, who had committed such a big illegality which caused a harassment to genuine qualifidies.
