Govt focused to address developmental concerns of people: Khurshid, Talat

SRINAGAR, FEBRUARY 13: Commissioner Secretary, Public Works Department (R&B) Khurshid Ahmad Shah and Secretary, Department of Higher Education, Talat Parvez Rohelalla today took stock of people's grievances during a day-long public grievance camp held at Banquet Hall, Srinagar.

During the programme, a large number of deputations and individuals from across Jammu and Kashmir including, Srinagar, Budgam, Anantnag, Baramulla, Ganderbal, Kulgam, Pulwama, Gulmarag, Kokernag, Phalgam, among other areas met the Administrative Secretaries and highlighted their issues. During the camp several service matter cases were also taken up.

A delegation of Hajin, Bandipora called upon the Administrative Secretaries, urging Government to allot science subjects at the College. They apprised the officials that the building has been transferred to the concerned and work has started in this regard.

They also demanded that classes should be started in makeshift arrangements till the time Government make any permanent arrangements.

A delegation from Ganaie Mohalla of central Kashmir’s Budgam, called upon the Administrative Secretaries, appealing the Government, to construct drainage system in their locality. They said that due to the lack of drainage system in the locality, the major portion of Jamia Masjid started sinking. They informed that they were facing “step-motherly” treatment from the civil administration. No developmental works are carried out in our locality, despite being them reflected into the District Plan. They said that former Deputy Commissioner, Budgam, Dr Sehrish Asgar had personally examined the matter. She visited the place twice and issued directions in the same. However after her transfer, the whole process was stalled, with reasons known to the concerned officers of the district.

A delegation of College Local Fund employees—, who are working in the colleges from 15 to 25 years, demanded regularization. They said that Government had started a process of regularization and over 200 of their colleagues have already been regularized. The Secretary informed the delegation that nearly 688 cases were referred to the Department of Finance and some cases were sent back because of the deficiency of the documents.

A delegation of unemployed music graduates apprised the Secretary Higher Education about the lack of posts in Higher Secondary Level. They also demanded that music courses should be started at PG level. They said at a time when sanction was granted to nearly 100 colleges across Jammu and Kashmir, there was a need to create job avenues for these graduates too.

The Secretary told the delegation that their cases would be examined and marked their case to the School Education.

Several delegations from Khanyar, Rainawari, and other areas apprised the Commissioner Secretary, R&B about the dilapidated roads in the city centre, demanding public urinals.

Another delegation demanded that the Private Schools in Kashmir region were fleecing parents with high fee structure, demanding that Fee Fixation Committee recommendations should be implemented in letter and spirit.

A deputation from Wachi, Shopian said that Wachi-Babapora road was in dilapidated conditions and demanded that necessary action should be taken to improve the road connectivity of the area.

Another deputation from south Kashmir’s Kulgam said that Primary Health Centre, (PHC)Frisal, Kulgam be upgraded into a model hospital.

A delegation from Shopian said that new established college be constructed at Shopian.

A delegation of Society for Trek for Environment urged Secretary Higher Education to support them in organising treks and encourage students to take part in such activities, which would keep them away from drugs and educate them about environment concerns. The delegation apprised the Secretary about the status of the trekking in Kashmir region, urging him to give permission for conducting, Naranag-Dumail day trek.

A delegation of aspiring Assistant Professors (Mass Communication and Journalism) urged the Administrative Secretaries to expedite the process of conducting interviews by Public Service Commission (PSC). They informed that the AP posts were notified for Film-making and Television Production, while as there is no master level degree exclusively done in such discipline. They informed the meeting that PSC in this regard have sent three reminders to the Administrative Department (Higher Education) viz-a-viz title of the posts and applications sought, thereof accepted. However no communication has been done form the Administrative Department in this regard. The Secretary Higher Education said that there case would be sent to Committee and necessary action would be taken on priority.

A delegation of Academic arrangements of Higher Education Department demanded that their services be continued. The Secretary applauded their role in the colleges, saying that they should continue serving the colleges in such manner.

A delegation of unemployed Engineering Graduates called for creating a scheme in the Higher Education Department for Civil and Mechanical departments. The Secretary directed the Director, Colleges for allowing them to use their services in Semester one. A delegation of “left-out” employees in promotion list of Higher Education demanded their case be examined and necessary action be initiated.

A delegation of Junior Lab Assistants of Higher Education demanded that their discrepancies be examined, the Secretary forwarded plea to the concerned Administrative department for necessary action.

The Administrative Secretaries assured the deputations and individuals that all their issues would be looked into for timely redress.

Chief Engineer, R&B, Sami Arif, SE, R&B, among other senior officers of the Departments were present during the day-long public grievance camp in Srinagar.
