Jammu, Nov 25: Congress has demanded a special package from the centre for the regularization and absorption of different categories of daily wagers, need based, contractual, consolidated and other such categories of workers and temporary employees working in different government and semi government department in Jammu & Kashmir, for years together.

Expressing great concern over the ‘hirey and firy’ policy of the government with regard to various categories of temporary employees working on contractual, adhoc, dailybasis, need basis, consolidated and C.P. workers in different government and semi government departments in Jammu and Kashmir, JKPCC has demanded regular disbursement of salaries and wages to them besides time bound regularization policy for each such category of employees and workers, serving for several years.

JKPCC chief spokesperson Mr. Ravinder Sharma has said that for the past several years different government deptts. and PSUs have engaged employees and workers as per need in terms of the policy of the governments of the day. Most of these categories of temporary employees were appointed as per proper selections procedure laid down by the government while others were engaged on need basis in various Works Deptts. like PHE, Irrigation, Flood Control, PWD, PDD and few other departments like Health, Forests and they have rendered valuable services in delivering the public services for years together, ranging from 5 to 15 years or even more.

They were assured regularizations by the respective dispensations from time to time. Even an SRO was also issued for the regularization of workers in different government departments like PHE, I&FC, PDD, PWD and other such works departments.

It is most unfortunate that the present dispensation has adopted an indifferent approach to such categories of human resource without taking into account the humanitarian aspect of the situation that they have discharged their duties of meager wages for years together, with a hope to get regularly absorbed one day.

No government dispensation can ignore the fact that thousands of families are dependent for their livelihood on their bread earners, working on temporary, adhoc, contractual, daily wagers and on need basis, in various departments, PSU etc.

He made a fervent appeal to the UT administration and centre government to come to the rescue of each such category of employees/workers and frame a proper regularization and rehabilitation policy for them besides enhancing their salaries and wages to be on regular basis. The centre government should consider a special package for their absorption on regular basis in view of the continuous services in different departments for longer periods of years together and can’t be thrown out on roads now.
