Jammu, October 28: Samba district has been in lime light after Executive Engineer REW has unearthed multicrore scam of MGNREGA/other schemes of Rural Development Department.
The 14th Finance Commission 2019-20 has been taken up a very significant decision to focus on funding only Halqa Panchayats in the whole PRI structure during the duration of 14th FC. The Halqa Panchayat has to prepare plans for the development of the Halqa Panchayat in consultation of people in large.
But according to Executive Engineer vide his letter No XEN/REW/S/2019-20/381-85dated 12-10-2019 and XEN/REW/S/2019-20/258-63 dated 17-08-2019 despite technical sanction to 280 MGNREGA estimates, 1063 number 14TH FCA estimates, technical checks 78 number back to villages and 88 estimates of play fields during current financial years were not executed but funds worth crores were withdrawn without the knowledge of sarpanches and paches elected.
As per guidelines of 14Th FCA (Finance Commission Award) under MGNREGA secheme were ignored actullay these works were to be allotted and executed by the elected sarpanches and panches.
Furthermore even adter DDC Samba took review meeting time to time and stressed for execution and competition of sanctioned works but all invain as BDOs did not fall in line.
However, as per communications of Xen from 01-04-2019 to 04-10-2019 not a single work was executed but money was drained in crores.
As per details in the communications of Xen, BDO Purmandal withdrew Rs 18.19 Lakhs, BDO Bari Brhamana looted Rs 10.28 Lakhs, BDO Vijay Pur drained Rs 17. 62 Lakhs, BDO Ramgrah looted Rs 16.20 BDO Nud withdrew Rs 20.18 lakhs and Samba Rs 12. 30, BDO Sumb looted Rs 20.09 Lakhs whereas BDO Gagwal withdrew 32.14 Lakhs and BDO Rajpora withdrew 14.71 respectively without executing and completing any work on ground.
Moreover, it is matter of serious concern that despite Xen REW requested DDC Samba to send across ACD Samba along with records to set the record set but ACD never turned to the office of Xen but instead of the Xen was reportedly threatened of consequences.
It is serious concern that on one side Governor/Chief Secretary is repeatedly saying for end of corruption but given the situation it appears that these are all hallow slogans and statements to hoodwink common masses and the dirty game of corruption has to continue raises a question mark on outgoing Governor.
