JAMMU, Apr 23: J&K Government has ordered  use of hand-made paper folders and other stationery items in Government Department vide  Circular NO: 22 -GAD of 2016.

The order states " With a view to encourage the use of hand-made paper folders and other stationery items, which are environment friendly, the Ministry of New and Renewable Energy and Khadi & Village Industries Commission has strongly advised to do away with plastic folders; stating that plastic is a non-biodegradable substance and its improper disposal causes many problems. Plastics are synthetic substances produced by chemical reactions. Almost all plastics are made from petroleum. The monomers of petrochemical plastics are inorganic materials (such as styrene) and are not biodegradable. Khadi & Village Industries Commission (KVIC) patronises rural traditional village industries and hand-made paper is one of the prime village industries under the purview of KVIC. Hand-made paper has been globally acclaimed as "eco-friendly" for its non-toxic, biodegradable properties since it does not use wood pulp as raw material. KVlC propagates usage of hand-made paper to safe guard the ecological balance. The plastic folders, which are conventionally used for meetings and workshops, can weli be replaced by handmade paper folders which are more durable and aesthetic in look. The production of hand-made paper is undertaken by the rural artisans whose livelihood depends on this trade. Accordingly all the departments are advised to give preference to hand-made paper folders and other stationery items P~ for use in the meetings, workshops and office work."
