SVC issues guidelines for auctioning store items in J&K


 

JAMMU, MARCH 31:  The State Vigilance Commission (SVC), which met here under the chair of Chief Vigilance Commissioner (CVC), Mr Kuldeep Khoda has instructed all the departments to strictly follow guidelines issued by the Commission for disposing off condemned and un-serviceable store items etc.

The Commission has asked the Disposal Committees to ensure that reserve bid price of the item is kept secret and revealed only after the opening of tenders received for the purpose.

These directions were issued while reviewing various complaints received by the Commission on this count. The Commission has received several complaints that various government departments are disposing off condemned and un-serviceable items at much lower price than the market rates, resulting in huge losses to the state exchequer.

As per the guidelines of the Commission, the Disposal Committee, constituted by competent authorities, will inspect the material declared surplus, obsolete and un-serviceable before putting the same to auction. The committee has to decide the mode of auction and conduct the same either through open auction or through tendering in order to get proper response and adequate rates for the proposed items.

The Disposal Committee will ensure that the reserve price is kept in sealed cover and opened only after the auction is complete or tenders are opened, the guidelines said.

Vigilance Commissioners, Dr R K Jerath and Gous-un-Nisa were also present on the occasion.
