Work culture hardly improved during Governor’s Rule


JAMMU, Mar 16: The  Governor’s rule is in the state for more than two months in the state after the sad demise of Mufti Mohammad  though intensity has been on a high.

CTN has records of some of the communications of Housing & Urban Department, Education Department, & some other Departments fate of which are moving in air without any concrete results. Files are being moved here & there just to harass the innocents.               

In one case , Divisional Commissioner, Jammu had communicated to Deputy Commissioner, Samba vide No.  402/2015-UTEIC/1791  dated 31.12.2015 for report. Deputy Commissioner, Samba vide No. DCS/SQ/15-16/1238 dtd 18.01.2016  communicated to Tehsildar, Bari Brahmna for his comments.  Tehsildar submitted his report to Deputy Commissioner, Samba. Very shocking NOT REPLIED TO Divisional Commissioner, Jammu.

If this shall be the practice of officers, the job of the applicant will never be done as only communications will not serve the purpose. Some practice is needed to be adopted, so that paper work can be reduced & conclusions can come out.              

Divisional Commissioner’s office also not bothered to ask the Deputy Commissioner, Samba for such long delay in the actions.             

Lot of applicants have also approached regarding delay in sanction of plans for their constructions by JMC/JDA in violation of Municipal Master Plan of 2011. It speaks to convey sanction/rejection within three weeks from the submission of plans. It is also mentioned in that if no NOC is issued by the allied departments within three weeks it should be treated as NOC on their behalf.  Years have  passed but some plans are still  waiting for their fate.
