JAMMU, Feb 02: Blue eyed & the officers having serious FIRs against them are ruling the prize positions in the Government and whereas innocents, eligible, competent are attached. One Assistant Engineer of Rural Development Department has been assigned the charge of Secretary in one of the corporation in J&K state & recently GAD has accorded extension in his deputation. It clearly reminds of “ANDHER NAGREE CHOPAT RAAJ”.
An enquiry was initiated against one Amir Ali, Assistant Engineer of RDD and Vigilance vide No. SVO-veri-SLK-3/05-17329-30 dated 30.12.2005 commented against the official as” It revealed that Sh. Aamir Ali received S.A. of Rs.1620.00 per month from R&B w.e.f. 26.04.1990 & also received honorarium from Kashmir Polytechnic college for the said period. The excess amount deposited in treasury dated. 24.01.2006.
It is apt to mention here that Sh. Aamir Ali has managed his appointment in RDD in violation of the recruitment rules. In addition he practicing fraud upon the R&B Department & Kashmir Polytechnic College has drawn excess amount of Rs.11610.00 as stipendiary allowance & honorarium. Besides he has committed a financial embezzlement by drawing pay dues as Junior Engineer in RDD w.e.f.10.09.1991 to 30.11.1991 in addition to above excessive amount.
It is further mentioned in the said communication of Director, RDD of the time Dilshad Khan addressed to Commissioner/Secretary to Govt. RDD vide No. DRDK/Estt./Camp/24-Xen/13790 dated 27.12.2009concludedas “Now therefor, in order to stop perpetuationof such wrong doings in dept. It is requested that a case be registered under section 420 of RPC, a disciplinary action against the defaulting engineer be taken under rules, so other may draw an inference out of it” with copy to Commissioner, Vigilance.
It is pertinent to mention here that it was communicated by Director, RDD in ref. to letter of Commissioner/ Secretary, RDD vide No. RD/B/36/99 dated28.08.2009 but the said officer was given the charge of Executive Engineer as a reward despite pending enquiry as mentioned above. This is RDD Department of J&K where innocents are harassed & blue eyed are rewarded despite such kind of serious charges.
How shocking efficiency is of the state big bosses of RDD is that Aamir Ali the said officer is today working as Secretary, in one Development Corporation despite such a scam committed by him. This proves how the state rewards officers of their choice. An investigation into the matter is required to be initiated to find the truth of story.
