JAMMU, Jan 20: Rural Development Department is known for open corruption in the department by this way or the other. MNEREGA scam for issuance of fraud job cards to minors, dead & Government employees is in vigilance net and noticed by the Hon’ble High Courts of J&K. Drawing & disbursing powers of some of the officers are ceased by the orders of HHC.
Recently fraud promotions of 23 Block Development Officers is also the talk of the town, which was detected by the intervention of the Governor of J&K but till date the corrupt big bosses of the department had not bothered to revert them on their original place of postings clearly speaks of the vested interests of the big bosses of the department, which needed to be enquired.
It is not only the scams which speaks about the efficiency of the department, there are lot of other frauds in which the department is involved. Recently HHC reversed the degree/ diplomas done by the incumbents in J&K through correspondence by Vinayka MissionReseach Foundation Saleem, Tamilnadu as illegal & in compliance to that PHE &I&FC Department vide G.O.No. 54-PW(Hyd) of 2015 dated 20.02.2015 revoked the promotion orders of lot of engineers but there are lot of work supervisors who were promoted as Junior Engineers & Draftsman, who are promoted upto the level of Assistant Engineers are enjoying in the department of RDD with the consent of big bosses of RDD in violation of HHC orders needed to be enquired by a high level committee to detect the illegal promotion scam in RDD.
It is a matter of great concern to be enquire that opinion of the All India Council for Technical Education speaks as “ Diploma/Degrees of the above said Deemed Universties are not approved by the council. However the Deemed Universities do not come under the preview of AICTE”
It is pertinent to mention here that Vigilanve organization vide this communication No. Veri-45/07-12591 dated 03.09.2014 has submitted its verification report and concluded as:-“ In the light of the facts that the Govt. orders issued in this regard fromtime to time & the directions of the Hon’ble Supreme Court passed in such matters, these degrees/certificates obtained through off-campus study centres by the employees/engineers may not be treated as valid for promotions”.
If enquired it would be found that lot of such promotions had been made by big bosses of RDD for vested considerations on such kind of distance education degrees/certificates. It is also pertinent to mention here that till date department has made I/C Executive Engineers, who are not even confirmed AEE’s, may be not some as AE’s in violation of Govt. order No. 107-GAD of 2002 dated 16.01.2002 & Govt. order No. 743-GAD of 2007 dated 28.06.2007 is a serious matter to enquire.
It is pertinent to mention here that as per the MOU dated 10.05.2007 signed between AICTE, UGC & DEC had not granted approval to any institution/University/Deemed University for conducting Technical Programme under distance mode after signing the MOU.
It is also a matter of great concern to publicize that no any seniority list of AEE ‘s is issued by the RDD since more than last 12 years & incumbents who are not confirmed as Assistant Engineers even are given the charge upto the level of Executive Engineer but a senior most Enginner of the department, who is confirmed AEE fron 1988 and Executive Engineer from 2/1996 is kept without work since 4/2013 and not posted as S.E. being the senior most in the state for vested considerations despite vacant post since 12/2013 is a clear cut case of high level enquiry.
RDD officers have also released the grade in favour of some of the Executive Engineers despite a rider by PSC as “Subject to outcome of LPA/Writ petition pending in any court of law”. It has been reported that said LPA No. 185/01 & 453/01 were decided on 11.09.2013 but the officers of RDD for unknown reasons released the higher grades in the year 2005 without out come of LPA.
