High Court displeasured on Secretary Tourism

Jammu, October 4: Division Bench of the State High Court comprising Justice D S Thakur and Justice Sanjay Kumar Gupta expressed displeasure over the act of Commissioner/ Secretary Tourism Department, who despite repeated communications from General Administration Department failed to submit his comments to the reply submitted by the then Chief Executive Officer, Rajouri Development Authority against whom departmental enquiry is pending in General Administration Department with regard to the irregularities committed during his tenure as Chief Executive Officer,  Rajouri Development Authority.


The Division Bench also made it clear that in case the Tourism Secretary failed to file his personal affidavit within 10 days explaining his position for not rendering assistance and filing comments to the GAD despite receipt of numerous communications then cost of Rs 1 lakh shall be imposed on him.


The Division Bench directed the Commissioner/ Secretary General Administration Department to finalize the departmental enquiry within four weeks from today. The Division Bench further directed that in case Commissioner Secretary Tourism Department failed to file his affidavit within 10 days he shall also remain personally present on the next date of hearing at his own expenses.


Pertinent to mention here that Senior AAG Seema Khajooria Shekhar appearing for GAD submitted that because of non cooperation by the Tourism Department the enquiry could not be finalized. She produced before the Division Bench the copies of the various reminders sent to the Tourism Department evoking no response till date.


It is not only the case of efficiency of Tourism Department, Cross Town News had recent one live example of SWP 1676/13, on which all officials are sitting on the judgment of the high court with vested considerarions. It is the live case where Governor/Chief Minister/Ministers intervened but the Head Assistant to Secretary are moving file here to there despite clear approval from Priya Sethi, MOS for consideration as per court order.

Pertinent to mention here that if the said case be sent to crime branch a scam will come out as new head assistant & new SO had totally changed the old approvals on the reccomendation of Governor level & Secretary/Additional Secretary just killed the time of more than 9 months despite court order of 14.12.2016.

If Chief Minister will enquire the datewise disposal of the said file only the efficiency/intelligence of all officers from top to bottom shall come out?

Chief Minister should see/enquire that how a department under her direct charge is working & how the files are dumped by the babus of the department for which now high court had rewarded.
