Special Summary Revision of Electoral Rolls w.r.t.  lst January, 2018 as the qualifying date - Posting of  adequate staff to fill up vacancies and ban on transfer  postings.

Srinagar, September 25:  Govt. had issued orders for Special Summary Revision of Electoral Rolls w.r.t. lst January, 2018 as the qualifying date - Posting of adequate staff to fill up vacancies and ban on transfer /postings vide Circular NO:  42-GAD of 2017  Dated: 25 -09-2017, which reads as:- 
The Election Commission of India has announced the schedule for Special Summary Revision of Electoral Rolls with reference to lst January, 2018 with a view to preparing accurate rolls, inclusive of all eligible persons as electors. While the names of dead/shifted or otherwise disqualified electors are required to be deleted and particulars of electors corrected and updated, the focus is on registration of new age voters and the missing voters especially in the category of PWDs, gender and other vulnerable and marginalized section of the society. 
The revision process involves a number of pre-determined activities which need to be completed within pre-fixed time lines. As such, for the revision of rolls, the commission expects enthusiastic participation of the public and full involvement and cooperation of political parties, rural & urban local bodies, NGOs, etc. 
For completion of this massive exercise, the participation of the entire election machinery from CEO/DEOs/EROs/AEROs/supervisors to BLOs 
is required. 
During the period of revision of Electoral Rolls in the State, the Commission has instructed to ensure: 
a) Provision of adequate staff. 
b) Ban on transfers of officers and staff engaged with 
revision of roll. 
c) Posting of substitute officers. 
d) Restriction on deployment of certain officials. 
e) Provision of adequate fund. Accordingly, it is once again impressed upon all the 
Administrative Secretaries, the Divisional Commissioners and the Deputy Commissioners to strictly comply with the instructions issued by the Election Commission of India in its D.O. letter No. 434/1/LET/ECI/Func/ERD-ER/2017/980, dated 25th August, 2017
