JAMMU, Dec 09:Minister for Rural Development Department, J&K Abdul Haq Khan always talks of transparency & quality of works of his department. CTN has lot of proved records of corruption scams of the department, which shall be publicized one by one for the public notice. In MNEREGA, per day amount is recently fixed as Rs. 164/day but in actual labour is charging Rs. 350/day. It means that muster sheets have been framed by the department @ Rs 164/day now. It is a matter of concern to be looked into that when in actual rate is Rs. 300- 350/ day then how the works are being executed under the scheme at of labour rate as per actual in the market. Rs. 130.70 crore were released in favour of ACD’s in order dated 26.06.2015 in which it was mentioned that next installment can be claimed when 60% of funds exhausted & U.C. into the matter. It is to be verified whether actual U.C. has been issued or on the day money was in the bank. If Minister is always talking of eradication of corruption, if enquired on ground the actual U.C and status of cash in bank, fraud will come out.
It is also the need of the day to detect the MNEREGA scam in the state by checking how much amount has been released by Government of India from the launching of said scheme for execution of works and how many state officers have misutilized funds by way of POL/Advertisement/Purchases etc. under MNEREGA in violation of guidelines issued by Govt. of India to detect another scam.
It is pertinent to mention here that in the year 2003-04 the same department received crore of rupee as bonus under the scheme SGRY I & II by providing wrong information to Government of India that the state has utilized the funds under the scheme ending March 2002. A daily News Paper publicized the scandal in detail but the culprits are till date enjoying high positions in the state as a reward of big corruption.The record of that enquiry called by Government is with CTN and No doubt the said department is on the watch list of Vigilance Organization, J&K.
It is also to mention here that this is not only the notorious story of the Rural Development Department,there are so many different stories of fraud. Lot of officers against whom FIR/enquiry’s/ DA’s are pending were given prize postings/Promotions & innocents are attached for vested considerations of the big boss of the department.Lot of officers got double promotions on I/C basis in violation.One Chand Kishore Sharma & Anil Kumar Thakur of RDD were promoted by GAD recently in higher grade were charged with scams.
It is a very interesting story of corruption of RDD is that one Xen of 1996 is still Xen and BDO’s of that time are as Distt. Dev. Commissioners, Directors & JE’s of that time under him are Xen’s. Big bosses of RDD are saying that the said Xen is not qualified for promotions in an Affidavit filed in the Hon’ble Court. Need of the day that qualification of said Xen be enquired by Crime to detect scam of promotions in the RDD that how he got previous promotion by RDD if not qualified.
A senior most Executive Engineer in the state in RDD is attached since 4/2013, despite vacant post of Superintending Engineer speaks about the open vested considerations in the department.Other Assistant Engineers are made I/C Executive Engineers but department for the reasons known to them did not preferred to convene DPC for their conformation as AEE & thereafter as Executive Engineer, which is clear violation of Cabinet order & Govt. order No. 743 GAD of 2007 dated 28.06.2007.
It is a well-known fact that lot of scandals came in public regarding misutilizationof the said scheme for misuse of funds. J&K was also incorporated in the list of most scandal states in MNEREGA. Cases are registered in vigilance for issuance of fake job cards in the name of Govt. employees, minors & dead ones &enquiries are going on. Public Interest Litigation into the matter is also running in High Court but the officers of RDD are not bothering for.
Recently High Court has directed the VOJ to file fresh status report. The counsel for VOJ informed the high court that positive progress has been achieved into the scam & to reach the conclusion some more time is required, which will bring the original image of department in public.
